MIAMI (AP) ? LeBron James finally got a Game 7 victory, on his third try.

Next up, the NBA finals ? and his third try at that elusive first championship. A year after watching someone else celebrate on their home floor, the Miami Heat were the ones dancing at midcourt.

James had 31 points and 12 rebounds, Chris Bosh hit a career-best three 3-pointers ? the last sparking the run that put it away ? and the Heat won their second straight Eastern Conference title by beating the Boston Celtics 101-88 in Game 7 on Saturday night.

Miami opens the title series in Oklahoma City on Tuesday night. The Heat got there by outscoring Boston 28-15 in the fourth quarter, with the "Big Three" of Dwyane Wade, Bosh and James scoring every Miami point.

"We decided to come together and play together for a reason," Wade said.

Wade scored 23 points, Bosh finished with 19 and Shane Battier added 12 for the Heat, who won a Game 7 for the first time since 2004 ? Wade's rookie season. Now it's back to the finals, where Miami fell in six games to Dallas a year ago.

Rajon Rondo finished with 22 points, 14 assists and 10 rebounds for Boston, which got 19 points from Paul Pierce in what might be the last game of the "Big Four" era for the Celtics.

Boston took out its starters with 28.3 seconds left. By then, workers already had a rope around the perimeter of the court, preparing for the East trophy presentation.

"Give them credit," Rondo said. "They spread the points out as a team tonight. Give them credit. They played great tonight as a team and we just came up short."

When Heat President Pat Riley was shown on the giant overhead video screen in the moments just after the final buzzer, the crowd screamed. Riley finally acknowledged them with some claps, before the 2012 Eastern Conference champions logo was shown as players below the scoreboard high-fived and hugged, all wearing the new T-shirts and caps that marked the accomplishment.

The screams kept coming, first when Alonzo Mourning took the microphone ? "We still got a lot of work to do," Mourning said ? and then again when he handed the trophy to Heat owner Micky Arison.

"A roller-coaster ride," Arison said.

A roller-coaster game, too. In a roller-coaster season.

All worth it ? for now, anyway. The next step awaits, another shot at the finals. In a championship-or-bust season, the Heat board a plane for Oklahoma City on Sunday.

"We have been through a lot," Heat coach Erik Spoelstra said.

James and Celtics coach Doc Rivers ? who teared up often postgame ? shared a long embrace when it was all over. Before coming to Miami for Game 7, Rivers had packed for Oklahoma City, a trip he won't make, set to now spend his time seeing if James can win that first title.

"I told him to go do it," Rivers said.

Down by seven at the half and eight early in the third quarter, Miami started clawing back. An 8-0 run tied it at 59-all, capped by Wade hitting a jumper, and then the fun really started.

There were six lead changes and five more ties in the final 7 minutes of the third. Bosh scored with 29 seconds left for the last of those ties, and it was 73-all going into the fourth.

Six games decided nothing, and nothing was decided in Game 7 until the very last moments, neither team yielding much of anything. Battier's 3-pointer with 8:06 left in the third cut Boston's lead at the time to 59-57.

And back and forth they went.

For the next 13 minutes, a span of 46 dizzying, unbelievable possessions, neither team led by more than two points.

That finally changed when Bosh his third 3-pointer with 7:17 left. James made a runner on the next Miami trip, and suddenly the Heat had their biggest lead of the night to that point, 88-82 with 6:54 remaining.

They were on their way.

"He was big time ? every shot, every defensive play, every rebound ? we missed him," James said of Bosh. "We're just happy to have him back at the right time. If it wasn't for him and the rest of the guys that stepped up, we don't win this game."

Said Spoelstra: "Our most important player."

James made a 3-pointer ? it went into the books as a 30-footer, as he leaped from atop one of the Eastern Conference finals stickers on the floor ? as the shot clock was expiring with just under 6 minutes left, making it 91-84.

"Backbreaker," Rivers said.

Even mistakes were going Miami's way, as James lost a behind-the-back dribble, only to have the ball skip right into Battier's hands.

Bosh scored from inside the lane to end that possession. Wade scored on the next one, the lead was 95-86 with 3:23 left, Boston called time and the building was simply rocking. James did plenty of talking on the Heat bench in that stoppage, clearly saying the word "Finish" at one point.

They listened. A three-point play by Wade with 2:53 left all but sealed it, the Heat were up 12, and Oklahoma City beckoned.

"We had nothing left," Rivers said. "That's how it felt, as a coach. ... But overall, I don't know if I've ever had a group like this."

Brandon Bass scored 16, Ray Allen finished with 15 and Kevin Garnett scored 14 for the Celtics, who know next season could bring big changes.

A team that was under .500 at the All-Star break almost made the NBA finals.

Almost.

"One game away on the road, banged up. ... I don't know if we could have gotten any more from the group," Rivers said.

Boston's first score came when the Celtics were inbounding from under their own basket with 1.2 seconds left on the shot clock. Rondo surveyed the defense, then decided to simply toss the ball off Wade's back, catch it and score himself.

It was an omen ? the Celtics got plenty of easy scores early.

Boston ran out to a 23-14 lead, before the Heat settled down and tied it twice in the second quarter, the last of those at 35-all with 6:50 left. It was then that Garnett left with his third foul. Heat on a run, Garnett going to the bench, so momentum Miami, right?

Not quite.

Bass scored 10 points in a stretch of just over 3 minutes to spark a 14-3 run, with the Celtics scoring three times off turnovers in that stretch. Allen waltzed in unbothered for a layup with 22 seconds left in the half, and Boston took a 53-46 lead into the break. And the least surprised person in the arena was Rivers, who sensed at the morning shootaround that his team would be sharp for Game 7.

They were.

Just in the end, Miami was sharper.

"That's what we talk about," said James, who lost Game 7 appearances with Cleveland in 2006 and 2008. "It has to be a collective group to win the championship. Everybody was in tune today. We wanted to give our fans a big win. We look forward to the next challenge."

?The average income of Americans differs by state, county, city and ZIP code, obviously. At each level, the amount residents earn every year impacts available government services, health and overall quality of life. This is especially true when education is examined by school district.

24/7 Wall St. analyzed census data from 2006 through 2010 for each of the more than 10,000 unified school districts in the United States. Wealth appears to have an outsized effect on education at the local level. Residents who live in wealthy school districts have among the best schools in the nation based on graduation rates, test scores and independent ratings of academic success. Children who attend these schools are more likely to earn a college degree than the national average. To illustrate the influence wealth and poverty have on educational attainment, 24/7 Wall St. examined the wealthiest and poorest school districts in the country.

Nearly all of the wealthiest school districts are found within a?short?distance from cities that are among the richest in the country. Other than one suburb of Portland, Ore., all of the?wealthiest school districts are in commuter towns of New York City, located in either Fairfield County, Conn., or Westchester County, N.Y. The poorest districts are rural communities scattered all over the country, from Ohio and Kentucky to Texas and Mississippi.

Compared to the national median income, the families in the most well-off districts are incredibly wealthy. In the 10 richest school districts, median incomes ranged from $175,766 to $238,000. By comparison, the national median household income from 2006 to 2010 was $51,914. Among the 10 wealthiest districts, between 48 percent and 64 percent earned $200,000. Nationally, only 5.4 percent of households earned more than that.

Median income in the poorest school districts was at the extreme opposite end of the spectrum. Annual median incomes in those districts ranged from $16,607 to $18,980, well below $22,314, the national poverty line for a household of four. In San Perlita Independent School District in Texas, one of the poorest districts in the country, 30 percent of residents earned less than $10,000 each year.

According to the National Center of Education Statistics, all of the?wealthiest school districts spend far more per pupil than the national average. The Darien, Conn., public school district spends $15,433 per student per year, more than 50 percent above the U.S. average of $10,591. The Edgemont, N.Y., public school district spends more than $25,000 per student annually. Barbourville, Ky., the poorest school district, spends less than one-third that amount.

Not surprisingly, the richest schools are considered?better than the poorest schools, based on measures used by the media to rank academic success. All of the richest school districts were included in the 2012 U.S News & World Report? Best High Schools list, except for Bronxville, which was ranked fourth in Newsweek's? Top 20 High Schools in the Northeast. U.S. News?based?its rankings on state test scores and college readiness, while Newsweek's? methodology included graduation rates, college acceptance and AP exams. The poorest school districts did not fare as well. Only two were included in the U.S. News? rankings.

24/7 Wall St.: The happiest countries in the world

On a national level, nearly half of all property tax revenue goes to public school funding. As a result, most districts rely heavily on local funding. In the richest school districts, up to 90 percent of the school district budget is from residents? taxes. Homeowners in these regions pay an average of $18,000 in Weston, Conn., to $43,000 in Bronxville, N.Y. Bronxville?s average property tax bill alone is more than twice the median household income of any of the poorest school districts on this list. By comparison, as little as 6 percent of school revenue is generated by local taxes in the poorest school districts, with state and federal funding making up the difference.

24/7 Wall St. used the U.S. Census Bureau?s American Community Survey from 2006 to 2010 to measure the economic conditions of more than 10,000 unified school districts across the United States. After eliminating the districts with fewer than 10 school-aged children, those that are not unified and those that do not provide a K-12 curriculum,?we identified the 10 districts with the highest median income?among residents?and the 10 with the lowest median income. We also considered income distribution, the percentage of children living in poverty, median home values and the percentages of adults holding high school and bachelor degrees in these school districts. From the housing information site Trulia, we obtained academic test scores in all of the?districts. Information on academic performance for each district also was based on the 2012 U.S News? Best High Schools, the 2012 Newsweek Top High Schools and individual district websites. 24/7 Wall St. contacted assessor?s offices to obtain average property taxes paid in these areas and relied on the National Center of Education Statistics for information on school funding.

These are the richest school districts in America.

1) Scarsdale Union Free School District, N.Y.

• ?Median household income:?$238,000
• ?Percent households earning $200,000+:?64.3 percent
• ?Percent households earning less than $10,000:?0 percent
• ?Expenditure per student:?$26,742
• ?Percent local funding:?89 percent

With a median income of $238,000, the Scarsdale Union Free School District tops 24/7 Wall St.?s list of the wealthiest school districts in the country. In the district, just 35.7 percent of households earn less $200,000 a year. Because Scarsdale collects an average property tax of approximately?$31,000, the district is able to spend a lot on education. Scarsdale provides 89 percent of funding for its own schools and spends $26,742 per student. The district?s schools are also among the best in the country. Approximately 90 percent of eighth-grade students at Scarsdale Middle School meet or exceed NYSA?s standards, while in each subsection of the NYSA high school tests at least 90 percent of Scarsdale High School students had passing grades.

2) Weston School District, Conn.

• ?Median household income:?$209,630
• ?Percent households earning $200,000+:?59.3 percent
• ?Percent households earning less than $10,000:?0.8 percent
• ?Expenditure per student:?$20,718
• ?Percent local funding:?90 percent

Weston School District serves 2,550 students, primarily from households that earn some of the highest incomes in the country. According to the region?s assessor?s office, median property taxes paid per household are roughly $18,000. Weston spends $20,718 per pupil each year, almost 100 percent more per pupil than the national average of $10,591, placing the district in the 97th percentile in national spending. U.S. News ranks Weston High School as the fourth best high school in Connecticut.

3) Riverdale School District, Ore.

The only school district outside Westchester County, N.Y., or Fairfield County, Conn., among the 10 wealthiest districts is Riverdale School District, where the median household earns almost $200,000 a year. With a median home value exceeding $1 million, the district is able to collect property taxes as needed to fund its educational initiatives. Though the district spends less per student than any of its East Coast counterparts, this has not limited educational success. Roughly 80 percent of 10th-grade students met or exceeded state standards for math and more than 90 percent met or exceeded standards for reading. In both cases, Riverdale High School students far exceeded state averages for the Oregon Assessment of Knowledge and Skills tests.

4) Chappaqua Central School District, N.Y.

The Chappaqua Central School District in Westchester, N.Y., is regularly listed as one of the best school districts in the country. Chappaqua?s only public high school, Horace Greeley, is currently ranked the 14th-best high school in New York State by U.S. News, based on state test proficiency and college readiness. The enormous $110 million budget ? more than $24,705 per student ? is 84 percent funded by Chappaqua residents? taxes. The median home value in Chappaqua is $929,700 and the average property taxes are $23,500, according to the New Castle assessor?s office. More than 78 percent of adults in Chappaqua hold a bachelor?s degree, which is more than three times the national average.

5) Briarcliff Manor Union Free School District, N.Y.

• ?Percent households earning $200,000+:?55.6 percent
• ?Percent households earning less than $10,000:?3.3 percent
• ?Expenditure per student:?$27,938
• ?Percent local funding:?82 percent

In the Briarcliff?Manor Union Free School District, 55.6 percent of households earn more than $200,000. The median income of the district?s residents is $183,148 ? more than three times the 2010 national median of $51,914. From the large property taxes in the region as well as other forms of local funding, the district is able to generate enough revenue from residents to spend as much as $27,938 per student. Briarcliff?High School students significantly outperformed statewide averages on New York State Assessment tests. For all 10 sections of the tests, almost 100 percent of Briarcliff students recorded passing grades.

Broadband Policy Watch: EU consultation on reducing NGA ...

The EU is currently consulting on ways to reduce NGA deployment costs, in order to encourage greater investment and faster roll-outs:

"The cost is so high because of a lack of coordination of civil engineering projects, insufficient re-use of existing infrastructure and lack of cooperation between the various actors. For example, water, energy, and railway companies often have their own infrastructure, and dig up roads without coordinating with telecoms companies. Faster roll-out is then further impeded by lengthy, non-transparent and cumbersome procedures for clearing rights of way and obtaining all necessary permits at national or local level."

From the consultation document:

"One of the often cited reasons for investment shortfalls are high costs in today's difficult?financial climate. According to current estimates, it could cost more than 200 billion EUR to?bring high speed Internet to all Europeans in line with the agreed Digital Agenda targets.?However, several studies suggest that up to 80% of total investment costs are related to civil?infrastructure works. Moreover, a substantial part of this high cost (possibly up to 30%) can?be attributed to inefficiencies in the roll-out process, for example because of a lack of?coordination of civil engineering projects, insufficient re-use of existing infrastructure, a lack?of cooperation between utilities. Faster roll-out can be further impeded by lengthy, non transparent?and often cumbersome procedures for clearing rights of way and obtaining all?necessary permits at national or local level."

Current circumstances also impede cross-border investments, in relation to the EU's ambitions for a digital single market:

"This emerging patchwork of rules at national and sub-national levels perpetuates?fragmentation of the single market and leads to investments costs which are much higher than?they ought to be. For a company operating on cross-border basis, such a patchwork of rules,?procedures and practices at national, regional and even local level drives up costs to a point of?challenging the profitability of investments and as such constitutes an important barrier. It is?likely to negatively impact companies' ability to invest and reduce any economies of scale in?this investment. Inevitably, this reduces competition and reduces consumers' benefits who?will end up paying more for their high-speed Internet connection."

The consultation runs until 20th July 2012. These issues were also flagged in an EU working document published in March 2012, examining the implementation of national broadband plans across Europe:

"Building permits and rights of way can be costly in terms of time and resources. Delays?compound construction risks and can render projects unprofitable. Streamlining of?administrative processes and increasing legal certainty can bring benefits but, so far,?there is little trace of these in national broadband plans.?Examples: One of the sub-groups of the Irish Government?s Next Generation Broadband?Taskforce (NGBT) is examining how best to remove barriers to the roll-out of the?physical infrastructure needed for Next Generation Broadband. The barriers identified?involve the process and costs surrounding planning applications by network operators?and applications to carry out road works associated with telecoms infrastructure. Some?countries (e. g. Bulgaria) have set a maximum period of six months for issuing?construction permits for electronic communications infrastructure."

As stated above, a number of attempts have been made to address these challenges across Europe, including the implementation of physical infrastructure access (PIA) in the UK. The Finnish Ministry of Transport and Communications has published?Best Finnish Practices on Joint Construction of Infrastructure Networks, reporting on successes there, while the UK's National Planning Policy Framework published in March 2012 acknowledges the importance of broadband investment: the framework recommends that planning authorities should "support the?expansion of electronic communications networks, including?telecommunications and high speed broadband". They should not "impose a ban on new?telecommunications development in certain areas, impose blanket Article 4?directions over a wide area or a wide range of telecommunications?development or insist on minimum distances between new?telecommunications development and existing development."

Similarly, the UK Department for Communities and Local Government published a detailed?guidance note in 2008 on data ducting infrastructure for new homes, which aimed to "give developers the opportunity to consider the installation of infrastructures?within new developments and dwellings to support the later provision of data?services by third parties" and "reduce the risk of ?non-standard infrastructures? (for example using ad hoc?ducting types and topologies) leading to future incompatibility issues within?different developments."

Also in 2008, Ofcom published a statement on next generation new build, focusing on how to ensure the right regulatory environment, for example to encourage competition through appropriate wholesale obligations. Finally, in November 2011, the UK Department for Culture, Media and Sport published guidance for local authorities on microtrenching and street works which sought to "remove barriers and provide certainty to agree on the best use of microtrenching...an innovative deployment technique that is generally cheaper, less disruptive and quicker than conventional dig techniques...(and) to highlight flexibilities in the existing street works regime which could enable more rapid deployment of networks by utilities (including communications providers)."

The current EU consultation is seeking to identify?"a coherent set of measures at EU level?aimed at significantly reducing the cost, and bringing out efficiencies in the process of rolling out?high-speed communication infrastructure across Europe. The main areas of action could?be enhancing the re-use of existing (passive) infrastructure, improving transparency and?facilitating the coordination of civil engineering works, streamlining administrative?procedures involved in permit granting, and ensuring that new buildings are equipped with?open, next generation access."

Some of these aspects would seem at least partially addressed by the examples above, though there is clearly more that could be done. It will be interesting to see the consultation's outcomes.
