Desktop Alert Announces Department of Navy/Marines Mass Notification System Type Accreditation Initiative

The U.S. Department of Navy/Marines formally requests Desktop Alert to participate in Mass Notification Study and Certification Process. Desktop Alert forwards patent pending ?one minute or less notification? mass notification platform technology for review.

Chatham, New Jersey (PRWEB) January 28, 2013

Desktop Alert Inc., the nation?s leading and de-facto provider of ?less than one minute? IP-Based mass notification systems to Department of Homeland Security Federal Emergency Management Agency (FEMA), Northern Command, NORAD, the U.S. Army worldwide, the U.S. National Guard and U.S. Air National Guard today announced the U.S. Department of Navy/Marines has formally invited the company to participate in furthering U.S. Navy and Marine enterprise-level mass notification initiatives and capabilities.

Additionally, the company is now competing for the upcoming 2013 U.S. Army and U.S. Air Force enterprise-level (worldwide) mass notification award initiatives. Desktop Alert is the de-facto mass notification system selected by the United States Military Academy at West Point, Fort Hood, Fort Gordon, U.S. Air Force Space Command, Air Force Global Strike Command Base Malmstrom, U.S. Air Force Academy, Maxwell Air Force Base, Buckley Air Force Base, the National Guard (Air and Army) nationwide and many more key Department of Defense locations. The privately owned company is perched for substantial growth within the Department of Defense in 2013.

?We are very excited by the Navy invitation to participate in government assistance programs designed to enhance crucial existing mass notification systems and initiatives. The Navy has made it abundantly clear it wishes to ?reduce costs? and more so, eliminate stovepipe information sharing between DoD agencies often externally imposed by proprietary vendor systems with that of newly adopted platforms such as the common alerting protocol (CAP). Ultimately, we believe Desktop Alert will provide the government with significantly reduced cost propositions while simultaneously expanding system capability across existing computational infrastructures using less hardware, less bandwidth and much more alerting horsepower. Get more, pay less. It is a win-win proposition for the warfighter, the government and the taxpayer,? said Howard Ryan, Founder Desktop Alert Inc.

During an emergency, events change rapidly. Situational awareness is crucial to help mitigate and diffuse an unfolding crisis. An alert that is received after several minutes (and possibly without knowledge of an updated communication) could become dangerous. A key factor for recent technological advancements in the alerting industry has been the participation through interoperability across IP-Based computer networks. Desktop Alert is a sponsor-level member at OASIS.

OASIS (Advancing Open Standards For The Information Society) has recently been adopted by the U.S. Department of Defense as well as numerous Government agencies worldwide as a mandatory interoperability standard. In order for industry vendors to be considered for mass notification contracts to Government, they must now provide information sharing via the ratified OASIS protocol: Common Alerting Protocol.

?Historically, it is this lack of interoperability between agencies and vendors that has prevented critical messages from being delivered and consumed in a timely manner during emergencies. Communicating to key stakeholders in critical situations, whether they are corporate threats or life threatening crises, requires speed and proper execution. Make sure you have evaluated the newest technological developments in the alert industry to guarantee that your emergency communications get out to the intended audience in a timely manner and, believe it, the latest standard is in a minute or less. To that end, the Navy and Marines have taken a very keen interest in bolstering their emergency response capabilities,? added Ryan.

About Desktop Alert: http://www.desktopalert.net

Worldwide U.S. Military organizations such as U.S. Northern Command, The United States National Guard, The United States Air Force Academy, The United States Military Academy at West Point, Multi-National Forces in IRAQ and Afghanistan, The U.S. Air Force, The U.S. Army now utilize the Desktop Alert mass notification platform daily for their organizations emergency communication requirements. Desktop Alert can contact thousands of users with desktop alerts and require receipt confirmation of the message. Those not verified can then be listed on a report and/or sent as a "Target Package" to be automatically contacted by other means such as email, SMS, phone calls and other devices.

Genealogy's Star: Don't abandon the unified Family Tree!

I read some alarming statements by The Ancestry Insider that intimated that FamilySearch.org may be considering abandoning the unified FamilyTree before it even gets operating. Is it possible that the challenge of fixing the data is too daunting? Going back to individually submitted and owned family trees would be huge step backward for genealogy and a loss to the world of research that will likely never be resolved again. There are already millions of individual family trees out there in programs like Ancestry.com, MyHeritage.com, Geni.com and other similar programs. Although these programs are useful for an individual, because there are so many differing opinions on the data, they are essentially useless for the purpose of coordinating a universal family tree. Programs like WeRelate.org show promise but do not have the wide spread usage and historical record resources of FamilySearch.org. It will be a sad day if FamilySearch.org becomes a place simply to park your individually owned and maintained family tree. It is not possible to underestimate the importance of the staying power. FamilySearch which is not going to be bought out by a European investment group.

My recent posts have been clear about the importance of FamilySearch's vision of a unified program incorporating data, sources, images, documents and stories into a family archive of unsurpassed value to the world. To trade that for another genealogical parking lot would be a disaster.

What are the problems here? The answer is simple, the problems with FamilySearch.org's Family Tree do not originate with the program, they originate with the data. Had Family Search launched Family Tree without any data at all, we could have all added our data one person at a time and avoided a lot of the complicated problems apparent now with the imported data. But even though the data is a mess, to ignore that situation is like hiding your head in the sand. The same situation of bad data exists on all the other online family tree programs but it can be ignored because no one has to look at any other family tree but there own and we can't see our own problems. It is important that we confront the issue of bad information at some point. If FamilySearch abandons the battle, it will only be postponed until it is virtually impossible for anyone to find consistently accurate data online and there will be only a very few genealogists with truly accurate family trees. The mistakes of the past will be copied over and over just as they have with surname books and other unsourced documents.

My own family tree is a good example. Back a few generations, I show a husband and wife with the same parents, that is, the mother and father of the husband are listed as the same as the mother and father of the wife. Online, there are many different opinions in different user submitted family trees about resolving this situation in different programs. None of these differing opinions in different programs have any possible way to talk to each other about resolving their differences. If I have the correct data in MyHeritage.com and you have your tree in Ancestry.com we may never see or hear of each other. There is no one place to go to see what everyone says about the correct information. Family Tree could fix that.

Let's stay the course. Keep Family Tree moving towards a unified tree.

SuperBowl Party Time! | Best Family Traditions

It?s the most important football game (and party!) of the year. ?Whether you are attending in New Orleans, grabbing a flight to Vegas or hosting a gathering at your home?.are you ready for some football?

Unknown-7

Both hubby and I have experienced the big day in all forms listed above and this year we are putting together a gathering at the house. ?Some tips I have experienced can hopefully help you with your shindig this Sunday. ?Truly, it?s a game that?s as important for football as it is for commercials, musical acts, wardrobe malfunctions and, of course, truly awe-inspiring game day eats.

For a basic foundation in planning, just remember to surround yourself with good peeps, fab eats, lots to drink and some fun strategic pools.

Good Eats: Whenever I hosted clients in suites for Raider games, our caterer would put together sinfully good menus centered around the opponents hometown. This is more of a tribute to the city if anything, so much that at Superbowl they have a whole event inspired by food. ?This event is called Taste of The NFL and it is the most popular gig to attend during Superbowl week.

taste-of-the-nfl-345I encourage you to plan your Super Bowl eats with inspiration from the cities of both teams competing for the ultimate prize. ?This year you have fabulous San Fran and beautiful Baltimore. ?Both teams come from cities with strong culinary chops from which to draw inspiration. ?Your plan could be to set up two tables, each with dishes from both cities. Let the diners choose their favorite city. Using the results of your belly happy pollsters, you will find a winner ? then lay back and watch the football teams rally.

Sound like a plan? Need some help? ?Here?s some ideas for a culinary game plan from both cities.

ghirardelli-ice-cream-sundae-208x300San Francisco is any food lover?s dream and my dads hometown. ?It?s so diverse, just about anything goes. ?Add to this its proximity to Napa Valley and its large number of superior farmers markets, and San Francisco is easily one of the culinary gems of the West. Therefore, for your party, you might want to recreate the Chinese spareribs, feature artisanal cheeses?or pour Napa wine. I am more the 49er Frankfurter on a San Francisco Sourdough. ?Finish the San Francisco feast with a Ghiradelli chocolate ?SuperBowl Sundae? creation to satisfy everyone?s sweet tooth. However you choose to do it, you can?t go wrong with the bay area cuisine?I left my heart there and for good reason.

Baltimore, on the other hand, doesn?t have as well-known a reputation for being a foodie?s town like San Francisco, but its proximity to the ocean and its supply of crab means that Baltimore knows good seafood. The old standby is crabcake sliders. ?You can also serve a corned beef?sandwich in honor of Baltimore?s Corned Beef Row or offer guests pit beefs, an unusual blend of barbeque beef, slices of sweet onion and horseradish. Blackened Barbeque Burgers work well too!

Pools:?There?s nothing like a friendly little you-pick-the-score game to liven up your party during Super Bowl. This pool, built around a simple visual chart, calls for no skill or knowledge of the game (although the winner may deny that). Here are some samples to get your game on.

Super-Bowl-Squares

As for bets, you?ll be able to find a Super Bowl prop wager on just about anything at the online sportsbooks this week as NFL bettors prepare for the championship matchup. ?The?Superbowl Bashes in Vegas are so crazy, I enjoy all the wagers?you would crack up at the list, ?it is ?a must? to take to a party. ?Click here for a peek of this years wagers.

Kids Celebration: ?Since we will have lil ones enjoying the big day as well, we want to make sure they feel part of the big day. ?This year I will put out a mini kids table full of food and snacks so they can come and go as they please. ?Before the game, kids will help with the pool for the party. I will make sure a kids viewing area is set up,?bean bags a must! One lucky kid will carry in the flag for the national anthem. ?The playroom will be full of goodies and of course the Wii football game of the day ? Niners vs Ravens. ?Next to the food table I will place an arts and crafts table with football-inspired crafts that can be made with things I already have around the house. Some ideas include: making pompoms out of tissue, football players out of construction paper and team pennants out of felt. There are also free printable coloring pages that can be easily found online. ?You can even introduce them to the ?superbowl shuffle- let them come up with their own shuffle performance this year.

Ultimately, it doesn?t matter what you do on game day, as long as you enjoy the game. Who knows, you might just be watching for the commercials. As for food, have fun with it. ?My 4th & Short Stew is always served, which is basically my homeade chili. ?All that matters is you enjoy the game with good food and fab friends. ?Go Niners Quest for 6.

Nexen, CNOOC extend closing date by 30 days

TORONTO (Reuters) - Nexen Inc and China's CNOOC Ltd said they have mutually agreed to extend the closing date of CNOOC's takeover of the Canadian oil and gas producer by 30 days to March 2, 2013.

Nexen said in a statement it would also postpone the release of its 2012 fourth quarter financial results. It did not give a date for the release of the results.

CNOOC Ltd said in late December that it expects its $15.1 billion takeover of Nexen to close in the first quarter of 2013 at the earliest, a move that could be related to giving U.S. regulators more time to approve a sensitive aspect of the deal.

The company is still awaiting U.S. approval over its purchase of Nexen assets in the Gulf of Mexico after Canadian officials approved the deal last year.

Kyocera Torque coming to Sprint's Direct Connect lineup in March, we go hands-on (video)

Kyocera Torque

Going to be in the market for a new Direct Connect device soon, but the current offerings seem so... drab? Enter the Kyocera Torque, the latest Sprint smartphone featuring the network's CDMA-based Push-to-Talk service. The phone, which should be available sometime in early March, brings with it LTE connectivity, (mostly) stock Android 4.0, a 1.2GHz dual-core Snapdragon S4 Plus processor, HD Voice, 4-inch WVGA display, 4GB internal storage and a 2,500mAh battery. As you'd come to expect on a Direct Connect device, it's also certified mil-spec 810G and IP67 and is water-resistant (it can be in one meter of water for up to 30 minutes). It's also the first on this side of the Pacific to utilize Kyocera's Smart Sonic Receiver tissue-conduction tech, a system that foregoes the traditional earpiece and transmits audio to your ear via vibration.

The Torque packs a lot of average features that would likely put it somewhere in the mid-range (we haven't been given pricing yet), but it's definitely not going to win any beauty awards -- it's still a Direct Connect device, after all. Its outer layer is dressed with Dura-Grip and the phone is plenty bulky as a result; however, it's also much more durable than your standard piece of electronics. We threw the phone at the wall, slammed it repeatedly on the table, dunked it in water and even let it sit in ice for at least 20 minutes, all without incident.

On the software side, the Torque uses a version of stock Android 4.0 with only a small amount of tweaking. Essentially, the only major change added in by Sprint and Kyocera is Eco Mode, a power management system on the Torque that blocks background data connections for nonessential apps. We've put together a gallery of pics for you below, and follow us past the break for a full spec listing and our hands-on video.

Kyocera Torque specs:

  • Military spec 810G and IP67-certified
  • IPX5 / IPX7-certified "waterproof" (up to one meter for 30 minutes)
  • 5.54 ounces (157g)
  • 113 x 60.5 x 14.3mm (4.44 x 2.38 x 0.56 inches)
  • Android 4.0 (Ice Cream Sandwich)
  • 1.2GHz dual-core MSM8960 Snapdragon S4 Plus
  • 4-inch WVGA IPS display, Gorilla Glass 2
  • 1GB RAM
  • 4GB internal storage
  • MicroSD (up to 32GB)
  • 2,500mAh battery
  • 5MP rear camera, 1.3MP front-facing
  • NFC, WiFi b/g/n 2.4GHz, Bluetooth 4.0+LE/EDR
  • HD Voice

DNA in stolen kisses could reveal sex offenders

SO ROMANTIC... when you kiss your partner passionately, not only do you exchange bacteria and mucus, you also impart some of your genetic code. No matter how fleeting the encounter, the DNA will hang around in their mouth for at least an hour. This means that women's saliva could contain evidence of unwanted attention in cases of assault, or even telltale signs of infidelity.

Nat?lia Kamodyov? and her colleagues at Comenius University in Bratislava, Slovakia, recruited 12 couples who agreed to kiss each other passionately for at least 2 minutes. Afterwards, saliva samples were collected from the women at 5, 10, 30 and 60-minute intervals. Because Kamodyov?'s method relies on detection of the Y chromosome, it can only be used to identify a man's DNA in a woman's saliva.

The results show that the man's DNA was still present and could be detected through amplification after at least an hour, and possibly longer. "We've shown it's possible to get a full profile, which could be useful in crime investigation to pinpoint the possible perpetrator among suspects or exclude those innocent," says Kamodyov?. Her team is investigating whether the DNA survives longer than an hour and whether it's obtainable from the mouths of women who have died (Forensic Science International: Genetics, DOI: 10.1016/j.fsigen.2012.07.007).

Lawyer: Qatar poet appeals life sentence

DOHA, Qatar (AP) ? A defense attorney says a Qatar court will decide next month on the appeal of a poet given a life sentence for a verse that allegedly opposed the Gulf emirate's ruling system.

Muhammad ibn al-Dheeb al-Ajami's case is seen as a test of how far Gulf Arab states will push a crackdown on Internet posts they consider politically threatening. They face mounting international criticism.

Najeeb al-Nauimi argues his client had no intention of challenging Qatar's emir. During a hearing Sunday, al-Ajami met directly with the presiding magistrate. A verdict is expected Feb. 25.

Al-Ajami has been jailed since November 2011, months after an Internet video was posted of him reciting "Tunisian Jasmine," lauding the 2010 popular uprising there that touched off the Arab Spring. He was sentenced last November.

Source: French, Malians reach Timbuktu in rebel-held north

BAMAKO/SEVARE, Mali (Reuters) - French and Malian troops advancing against Islamist rebels in northern Mali have reached Timbuktu, the fabled Saharan trading town occupied last year by al Qaeda-allied fighters, a Malian military source said on Sunday.

"They've gone past Niafounke and since yesterday evening are at the gates of Timbuktu," the source, who asked not to be named, told Reuters in Bamako. The French and Malians had not so far encountered any resistance from the rebels at Timbuktu.

The source said the advancing troops had paused outside to prepare a strategy for entering the town, a labyrinth of ancient mosques and monuments and mud-brick homes, and for flushing out any Islamist fighters who might still be hiding inside.

The United States and Europe are backing the U.N.-mandated Mali operation as a counterstrike against the threat of radical Islamist jihadists using the West African state's inhospitable Sahara desert as a launching pad for international attacks.

Following relentless French air strikes against Islamist rebel positions and vehicles, the fast-moving French-led military offensive in Mali on Saturday seized Gao, the largest town in the north which had also been held by the rebels.

Malian and French officials said the mayor of Gao, Sadou Diallo, who had taken refuge in Bamako during the Islamist occupation, had been reinstalled at the head of the local administration while French, Malian, Chadian and Nigerien troops secured the town and the surrounding area.

As the French and Malian troops push into northern Mali, where another major Saharan town, Kidal, also remains in rebel hands, African troops from a continental intervention force expected to number 7,700 are being flown into the country, despite delays due to logistical problems.

Mommypage Learn How to Balance It All with Nicole D. from ?Tiny ...

Tell us more about yourself, your site, and your family.

I am a mother to four ? two boys and two girls, ranging in age from 15 months to 13 years . My husband is a supportive, albeit sports-obsessed, P.E. teacher. Together we are raising our noisy brood in Annandale, VA. After my second child was born in 2006, I decided to leave my job in public relations/communications and stay home, but I still needed to earn an income. This is when I opened my home-based daycare and discovered that there is an amazing secret society that forms when you put a few toddlers and preschoolers together. ?I love what I do, even though it isn?t always easy balancing everything. Anyone who says raising a family is easy is probably lying. Embracing our imperfections and letting go of our mother?s guilt is the key to surviving it all. Tiny Steps Mommy is where I write about all of this ? parenting, children, families, daycare, and surviving the chaos one tiny step at a time.

Why did you decide to start your site?? What has been your favorite part about blogging?

In March 2012, I started my blog Tiny Steps Mommy as an outlet for me to express my thoughts and keep my writing skills fresh. I have always loved writing. It is my passion. Yet for many years I put it on the back burner because I didn?t think I had the time. I discovered that I could make the time by giving up a little sleep and a lot of television. Amazingly, I do not miss watching TV and I feel more energized than ever because I am doing something that feels fulfilling. I also discovered that other people are actually reading my writing, which feels great. It is a great confidence booster when you pour your heart into writing something and then people you don?t even know say that you have touched them, or that they relate to you. I think this may be my favorite part of blogging ? making an impact.

How do you balance your daycare and spending time with your family?? What advice can you give to other busy moms?

The reason I started my daycare was to be home with my family. Even though my daycare is open 52.5 hours every week (five days a week) and I am working much more than I did in an office, I never feel like my job is getting in the way of spending time with my family. I manage this by incorporating my children into everything I do with the daycare ? it truly is a family business. This does not mean it is always easy, especially when my children are tired of sharing my attention. My last two children were born into this world where there are ?friend? days (weekdays) and ?non-friend? days (weekends). It is their normal. I have to admit though that in the evenings, I need some non-child time, which is why I depend heavily on my husband to manage the evening/bedtime routine. Having a supportive and hands-on partner is critical to surviving. My best advice to busy parents (which is every parent) is to take some time for you and accept the help of others when it is offered (don?t be afraid to ask either). Also, if your partner or someone else helps, then do not micromanage the way he or she does things, because that may be the last time help is offered. Help is help.

What is it like having four children?? How do you manage taking care of everyone?

My husband and I both grew up in large families. To us a noisy home is a happy home, which is why being a party of six feels absolutely right. Our biggest challenge is making sure we parent to the personalities of each child. Similar to teachers who have to teach based on the different learning styles of their students, parents have to parent to the unique personality of each child. A one-fits-all method does not work. The tricky part is customizing your parenting, while being fair to all. We are not perfect and neither are our children. I think once you accept this, it makes everything a little easier.

What are a few things you?ve learned from motherhood?

  • I am going to make mistakes.
  • My children are going to make mistakes.
  • There are not enough hours in a day to get everything done.

Why Don't Experts Share The Personal Injury Legal Advice In This ...

Posted by Joyce Loto on Jan 25, 2013 in Education |

Have you filed or are you thinking about filing a personal injury case? What are some of the things that will likely come your way over the course of your case? Although you cannot see into the future, it will nonetheless benefit you to examine things that are typical in personal injury cases so you will know what to expect.

If you are unhappy with your personal injury lawyer, know that you can terminate the contract. This must be done in writing, but it gives you an out and allows you to find someone else to represent you. Just keep in mind that if you choose to do this, you will still owe your attorney funds for the work he has completed prior to being let go.

Personal injury lawyers tend to specialize in a number of different fields. For example, one may solely take on medical malpractice cases, whereas another may be proficient in automotive accidents. Don?t assume that all personal injury lawyers are the same and be sure to make inquiries about any lawyer you have under consideration.

Make sure to have contact information for a backup in case your attorney cannot be reached. This might be another attorney in the office, a paralegal or some other assistant. Having someone to contact in an emergency is important, especially when you are considering a case that could make the difference in your health and financial future.

If you do not get medical attention as soon as you are injured, you may find that you get less in damages at a personal injury trial. You have to be able to ?mitigate losses? by getting yourself repaired as quickly as possible, allowing you to get out of bed and back to work.

At your first meeting with your personal injury lawyer, bring anything that you think is relevant to your case. For example, if the police were involved, bring a copy of their report. If you have spoken with your insurance company, bring any notes that detail what happened with them. All of this information will help your attorney start piecing together your case.

If you are paying your lawyer an hourly rate, remember that any communication is billed. To help keep costs down, gather all information that you want to discuss before visiting or calling the attorney. Remember, every time you call, the attorney must find your file and then talk with you which can result in you spending more money.

Be sure you get yourself an actual personal injury lawyer. Understand that lawyers specialize in many different areas. Not all of them specialize in personal injury. A personal injury lawyer is very knowledgeable on these matters; therefore, you will be more likely to win your case and receive a larger settlement than you thought possible.

As the start of this piece mentioned, the law may be furthest thing from your mind when you suffer a personal injury. You do need to focus on it though, seeing as it will be a major part of your life in the weeks, months, and perhaps years to come. Visit www.clearlawonline.co.uk for more information.

Quantum communication: Each photon counts

Jan. 25, 2013 ? Ultrafast, efficient, and reliable single-photon detectors are among the most sought-after components in photonics and quantum communication, which have not yet reached maturity for practical application. Physicist Dr. Wolfram Pernice of the Karlsruhe Institute of Technology (KIT), in cooperation with colleagues at Yale University, Boston University, and Moscow State Pedagogical University, achieved the decisive breakthrough by integrating single-photon detectors with nanophotonic chips. The detector combines near-unity detection efficiency with high timing resolution and has a very low error rate.

The results have been published by Nature Communications.

Without reliable detection of single photons, it is impossible to make real use of the latest advances in optical data transmission or quantum computation; it is like having no analog-digital converter in a conventional computer to determine whether the applied voltage stands for 0 or 1. Although a number of different single-photon detector models have been developed over the past few years, thus far, none have provided satisfactory performance.

Several new ideas and advanced developments went into the prototype developed within the "Integrated Quantum Photonics" project at the DFG Center of Functional Nanostructures (CFN). The new single-photon detector, tested in the telecommunications wavelength range, achieves a previously unattained detection efficiency of 91%.

The detector was realized by fabricating superconducting nanowires directly on top of a nanophotonic waveguide. This geometry can be compared to a tube that conducts light, around which a wire in a superconducting state is wound and, as such, has no electric resistivity. The nanometer-sized wire made of niobium nitride absorbs photons that propagate along the waveguide. When a photon is absorbed, superconductivity is lost, which is detected as an electric signal. The longer the tube, the higher is the detection probability. The lengths involved are in the micrometer range.

A special feature of the detector is its direct installation on the chip, which allows for it to be replicated at random. The single-photon detectors built thus far were stand-alone units, which were connected to chips with optical fibers. Arrangements of that type suffer from photons being lost in the fiber connection or being absorbed in other ways. These loss channels do not exist in the detector that is now fully embedded in a silicon photonic circuit. In addition to high detection efficiency, this gives rise to a remarkably low dark count rate. Dark counts arise when a photon is detected erroneously: for instance, because of a spontaneous emission, an alpha particle, or a spurious field. The new design also provides ultrashort timing jitter of 18 picoseconds, which is 18 times 10-12 seconds.

The novel solution also makes it possible to integrate several hundreds of these detectors on a single chip. This is a basic precondition for future use in optical quantum computers.

The detector demonstrated in this study was designed to work at wavelengths in the Telekom bandwidth. The same detector architecture can also be used for wavelengths in the range of visible light. This would allow the principle to be employed in analyses of all structures that emit little light, i.e., photons, such as single molecules or bacteria. ?

AMC accuses province of 'underhanded dealings' on Winnipeg ...

Report an error

A Manitoba first nations leader is accusing the province of ?underhanded dealings? in adding a new Winnipeg gaming centre, despite previous concerns the local casino market is saturated.

?I do believe there?s been some underhanded dealings here and I?m disappointed by it,? Assembly of Manitoba Chiefs Grand Chief Derek Nepinak said Thursday.

He questioned the province?s decision to stress a new gaming room planned across from MTS Centre is not a casino.

?I think it?s very clear that whatever they?re building in downtown is a casino and we have reviewed it preliminarily,? said Nepinak.

The province received a Manitoba First Nation Gaming Market Study back in 2007, which found Winnipeg was ?saturated? with casinos, just as First Nations lobbied the province for more.

Dave Chomiak, the minister responsible for gaming at the time, wouldn?t rule out new casinos because of their potential to earn revenue for First Nations.

But a later decision to locate the next First Nations casino near Carberry, not Winnipeg, might have been swayed by the report?s findings.

The province confirmed Wednesday that a new gaming facility owned by True North Sports and Entertainment will feature 140 slot machines, plus blackjack and roulette tables. The gaming room is part of the deal that attracted the Winnipeg Jets owner to bring the NHL team back to the city in 2011, said Steve Ashton, the current minister responsible for lotteries.

Ashton told media the 5,000-foot gaming centre would bring in about $4 million of revenue per year for True North.

In a statement Thursday night, a provincial spokesman noted that the gaming centre's machines and tables were reallocated from other Winnipeg sites.

"Our partnership with AMC on gaming has worked well and we remain committed to our agreement," the statement said.

Calif. lawmakers split on Mickelson's tax comment

SACRAMENTO, Calif. (AP) -- Republican state lawmakers reacted Tuesday with an "I told you so" after golf champion Phil Mickelson said he might leave California because voters approved higher income taxes on the wealthy.

The four-time major champion said higher state and federal taxes will take 60 percent of his income.

California lawmakers split upon reliably partisan lines in offering reaction, with Republicans saying they expect more high-earners to follow and Democrats saying multimillionaires can afford to pay more.

Voters in November overwhelmingly approved Proposition 30, an initiative championed by Gov. Jerry Brown that boosts taxes on income over $250,000 a year for seven years and raises the statewide sales tax by a quarter cent for four years. Republicans who campaigned against the initiative said it would drive away entrepreneurs and investors.

"You know, it's sad. And I think it'll be the first of many," said Assembly Minority Leader Connie Conway, R-Tulare. "It's one thing to have nice weather and say California's great, but at some point, I think most people don't want to turn over 60 percent of their earned income to taxes."

Mickelson first made a cryptic reference two weeks ago before the Pebble Beach National Pro-Am, where he won last year for his 40th career PGA Tour title. He expanded on his comments after his final round Sunday at the Humana Challenge.

"There are going to be some drastic changes for me because I happen to be in that zone that has been targeted both federally and by the state, and it doesn't work for me right now," he said. "So I'm going to have to make some changes."

Assemblywoman Beth Gaines, R-Roseville, said it was what Republicans predicted.

"He's another example of our messed-up tax system, and it's driving successful people out of our state," she said.

California should broaden its tax base instead of turning first to the wealthy, said Sen. Bill Emmerson, R-Redlands, vice chairman of the Senate budget committee.

"It's not just the 'big rich.' It is those who are aspiring. It is the two-person working families that are making over $250,000," said Sen. Jim Nielsen, R-Gerber, who previously was Republicans' lead budget negotiator in the Assembly.

Mickelson's comment recalls the ongoing spat between the French government and actor Gerard Depardieu, who has acquired a Russian passport and said he would move to Belgium to avoid a proposed 75 percent tax on the wealthy.

But Sen. Mark Leno, chairman of the Senate budget committee, said California's tax environment is nothing like that proposed in France. Leno, D-San Francisco, said he has never seen tax flight so significant that it should make a financial difference or influence public policy.

Democrats said there is no evidence in the U.S. or California of mass departures in the wake of higher taxes on the wealthy. State Assemblyman Roger Dickinson, D-Sacramento, called Mickelson "the exception rather than the rule."

"Most of the people who do well love to be in California, and there's no evidence from past occasions when tax rates were higher on the wealthy that it led to any kind of exodus of those who were wealthy or higher-income earners, so I don't expect that to be the case this time, either," Dickinson said.

A study last summer by two Stanford researchers found no net effect in migration out of or into California by the rich after voters in 2004 passed Proposition 63, a 1 percent income tax hike on millionaires to pay for mental health programs. The study's authors said "the highest-income Californians were less likely to leave the state after the millionaire tax was passed."

Brown's press secretary, Gil Duran, said voters agreed to raise taxes to protect education from further budget cuts.

"We have to look beyond our personal interests to where we are going as a society," he said.

A majority of PGA Tour players live in Florida and others in Texas, two states that have no state income tax.

Tiger Woods grew up in Southern California and played two years at Stanford. He was a California kid when he won an unprecedented three straight U.S. Amateur titles, but when he made his professional debut in Milwaukee a week later, he was listed as being from Orlando, Fla.

NOM Slams Obama's Call For LGBT Equality, Says Gays 'Already Treated Equally'

In the wake of President Barack Obama's precedent-setting call for LGBT equality Monday, anti-gay groups have been quick to dismiss the administration's apparent support for marriage equality.

As the New York Times notes, Obama became the first president ever to use the word "gay" during an inauguration speech, saying that "our journey is not complete until our gay brothers and sisters are treated like anyone else under the law.'"

On Monday, Brian Brown, president of the National Organization for Marriage (NOM), jumped on the president's statement in a response posted to the group's blog. In it, he argued that gay and lesbian Americans already have the same rights as heterosexual Americans.

"Gay and lesbian people are already treated equally under the law," Brown said. "They have the same civil rights as anyone else; they have the right to live as they wish and love whom they choose. What they don?t have is the right to redefine marriage for all of society."

Brown went on to criticize Obama for voicing "support for a radical agenda advanced by some of his biggest campaign contributors to redefine marriage for everyone."

A representative for the Family Research Council, another anti-gay group, echoed Brown's sentiments during an interview with CNN host Soledad O?Brien on Tuesday morning.

Senior fellow Peter Sprigg told O'Brien that he objected to the president's juxtaposition of the 1969 Stonewall Inn riot -- a watershed moment for gay rights -- with similar moments from the women's rights and Civil Rights movements.

"We as social conservatives do not agree with the president?s attempt to link the modern homosexual movement with the women?s rights movement or the civil rights movement for African Americans,? Sprigg said. ?The irony is that homosexuals already have all the same civil rights as anyone else.?

Sprigg continued to say that "all sexual behavior" is not created equal, nor do "all personal relationships have an equal value to society at large, that serve the same public interests."

As ThinkProgress notes, LGBT Americans in many states do not have the same kinds of workplace discrimination protections as straight employees. According to the Human Right Council, workplace discrimination based on sexual orientation is legal in 29 states; discrimination based on gender identity or expression is legal in 34 states.

In addition, the majority of states do not recognize same-sex marriages, according to the National Conference of State Legislatures.

No-frills travel gains business credibility - Procurement Leaders

Greener and cheaper airlines are providing a viable lever against rising business travel costs.

Integrating more low-cost flights into companies? travel schedules for their managers and employees could clearly work in favour for many organisations.

?

As highlighted in a recent Procurement Leaders category report, using low-cost carriers for business travel on intercontinental flights would help the environment and lead to cost savings at a time when fuel prices are pushing up prices.

?

This would require a dramatic cultural change within organisations, since managers, and especially senior managers, have to scale down their expectations. Most of the time of category managers responsible for air travel is spent on conducting conversations with internal stakeholders regarding their travel preferences, which illustrates how tough it already is to convince managers and employees. According to one category director working in a professional service company, up to 80% of her time is spent on those kinds of interaction. ?

?

According to a report conducted by Brighter Planet in 2011, among the world?s 20 largest airlines Ryanair emerged the most fuel-efficient and therefore the greenest one.

?

To assess the fuel efficiency of the airlines, Brighter Planet takes five variables into account: Aircraft fuel economy, passenger load factor, seat density, freight share and flight distance. There were huge differences among the selected carriers. For example, to transport its average passenger mile, Ryanair uses roughly one-third of the fuel American Eagle does over the same passenger distance (American Eagle was ranked the last).

?

With EasyJet coming off third in the ranking two of the top three were low-cost carriers. ?It shows that especially no-frills airlines can offer the most carbon-efficient flights. Ryanair, as well as EasyJet has constantly achieved high passenger load factors in the recent years. A higher passenger load factor combined with higher seat density than other full-service airlines allow these carriers to transport more passengers over the same distance and with the same amount of fuel.

?

?

Members with access to category reports can find the full report into air travel here.

Was that you? Foul odor stinks up northern France

PARIS (AP) ? A foul-smelling cloud of gas escaped from a factory in northern France on Tuesday, making life unpleasant from the outskirts of Paris to Britain's shores and prompting scores of emergency calls.

France's Interior Ministry released a statement saying the gas escaping from the Rouen chemical factory is harmless. Among other uses, mercaptan is added to otherwise odorless municipal gas to alert people of leaks.

Winds carried the smell across hundreds of square miles.

Police in the coastal English town of Hastings reassured residents in a tweet with the hashtag "noneedtopanic" that mercaptan from Rouen was the likely cause of the odor. London police also said they'd received reports of a gas smell from several parts of the city.

The factory in the northern city of Rouen is owned by Lubrizol, a subsidiary of investor Warren Buffett's Berkshire Hathaway.

"Bearing in mind the lack of danger, residents of the areas concerned are asked not to call emergency services," the Interior Ministry said.

The local government posted a message on its website, asking people not to call emergency services and instead set up a hotline to answer questions about the smell.

Pierre-Jean Payrouse, the director of internal operations for the factory, said he hoped the leak would be stopped by this evening.

But not in time for a French Cup soccer game schedule for this evening; authorities postponed the Marseille-Rouen match.

A Business-Friendly Way to Make Social Security Actuarialy Sound ...

In?Social Security Trends and Data there are numerous charts showing the unsustainable nature of the system as it is currently structured. But ensuring the solvency of Social Security is not that difficult a problem (at least in comparison to Medicare or public sector pensions). Numerous things could be done to put the system in the green.

This post will review the background of social security finance, then address what can be done to make the system Actuarially Sound.

Here is one key chart, showing that since 1999 the payout per worker has almost doubled, from $2,995 per year on average, to $5,859 per year.

Social Security Burden on Non-Farm Workers

Accrued Interest on Accrued Promises

Social Security assets are nothing but IOUs, and interest income is actually interest on money long since spent.

The entire ?Trust Fund? is nothing but a promise to pay. There are no real assets (other than the ability to raise taxes to meet current expenses). Everything else is just a promise, and even more absurdly, accrued interest on accrued promises.

Imagination

The key point is Social Security is now cash flow negative although imaginary assets have increased in value, based on imaginary interest, and imaginary ability of taxpayers to forever keep meeting escalating payouts.

Here is another chart from my earlier post Social Security Trends and Data

Total Annual Cost of Social Security 1967-Present

Social Security Beneficiaries vs. Total Non-Farm Employment

Here is the chart from the Social Security Administration that shows the system is cash-flow negative even though alleged assets have increased in value.

Trust Fund Data

Payroll Tax Cut

The system turned cash flow negative in Fiscal Year 2012, far earlier than anyone expected, primarily because of the payroll tax cut. However, that cut was rescinded in the Fiscal Cliff agreement so the system will temporarily be back in the green this year.

Looking ahead, and ignoring accrued interest on imaginary assets what can be done to make the system solvent?

As noted earlier, Social Security is not that difficult a problem (at least in comparison to Medicare), except for the politics of it all. Numerous things could be done to put the system in the green.

Possible Ways to Make Social Security Actuarially Sound

  1. Raise retirement age
  2. Raise or eliminate the cap on payroll taxes
  3. Cut benefits
  4. Collect Social Security on personal income
  5. Implement a Tiered Cap structure
  6. Means Testing

Democrats would oppose 1 and 3. Republicans might oppose all but 3. Pragmatists might want to do all of them.

Business Point of View

Let?s leave politics aside and discuss this from a business point of view. Is it possible to decrease the burden on businesses while not hurting those making less than $250,000 a year?

There is no free lunch of course, but think about the possibility of a tiered cap structure.

  • Leave the existing tax cap as it is, but after a gap (at say $250,000 or $500,000) start collecting taxes again.
  • No business contribution on amounts collected on the highest tier.
  • Reduce business contributions across the board by 33% of the additional revenues collected on the highest tier

This would get revenue Democrats desperately want, while also reducing burden on businesses that Republicans desperately want. Businesses would benefit, and the only cost would be to those making above the gap.

Who Benefits?

  • Large and medium-sized businesses would easily benefit from lower payroll taxes.
  • Small business owners making less than the top cap would benefit from reduced payroll taxes.
  • Small businesses owners making more than the top tier might still benefit more from reduced corporate taxes than they lose in personal taxes (provided they have enough employees).

The only losers in this proposal are those making more than the top gap, while not hiring enough employees to make up the difference.

In Return

In return for agreeing to this hike in revenues, Republicans could and should demand benefit cuts, a raise in retirement age, cuts in Medicare, or some other incentive.

Means Testing

Social Security was meant to be an insurance program for those unable to take cared of themselves after retirement. As such, should anyone with hundreds of thousands of dollars in annual interest income or millions of dollars in liquid assets collect social security payments after retirement?

If not, those disbursements not paid out can also be used to reduce taxes on businesses or to increase survivor benefits.

One of the blatant flaws in the system happens to married couples where one person dies leaving a spouse with only one check instead of two. When this happens, especially if both checks are small, the survivor is often placed in a situation where he or she can no longer afford their house and other expenses.

It should be possible to rectify the above situation as part of Social Security restructuring.

Pragmatism vs. Beliefs

While most everyone considers tax hikes to be a last resort, as a pragmatist, we may assume tax hikes are coming regardless of whether or not they should. This proposal has the advantage of offering something to Republicans, something to Democrats, and a lot to businesses, only impacting those making more than the top cap (which of course should be inflation-adjusted).

By the way, this line of thinking can be applied to things other than just social security. A portion of all tax hikes can go to reduced payroll tax burdens on businesses.

Israel to open exhibit on biblical King Herod, the monarch who ruled Jerusalem

MEXICO CITY.- Twenty kilometers (12.43 miles) from the Archaeological zone of Chichen Itza in Yucatan, in the Mayan site of Xtojil, archaeologists from the National Institute of History and Anthropology (INAH ? Conaculta) recovered ten burials, the majority of which were placed inside a cista [casket] more than a thousand years ago, possibly between 600 and 800 AD, when the pre Hispanic city had not yet been turned into the governing center of the peninsula?s north.

These remains , along others that have been found (through the last few years) in the region, have allowed specialists to establish that more than 1,200 years ago there was an important population scattered in nearby settlements, usually around cenotes [water filled sink holes in Yucatan], which would after develop Chichen Itza as the capital that ruled the area.

Under the coordination of the investigators Jose Osorio Leon and Francisco Perez Ruiz of the INAH Center in Yucatan, and the collaboration of archaeologists Mariza Carrillo and Christian Hernandez, these excavations in Xtojil are part of an archaeological rescue that has taken place since the extension of the highway that connects the Yucatecan populations of Libre Union and Yaxcaba.

In said section, which is composed of about 18 kilometers, they have found 28 archaeological structures of different dimensions ?almost all of them have collapsed?, which go from simple foundations over natural terrain to more elaborate housing spaces; among these, there is even a pyramid structures from 6 to 12 meters (19.69 to 39.37 feet) high.

Archaeologist Jose Osorio Leon said that the 22nd Structure, where they discovered the ten burials, was partially affected in the 50?s, when they first started building the highway, however, they found the north and south walls very defined, as well as the foundation of an apse-like floor.

Archaeologist Jose Osorio Leon also detailed that from the ten burials, seven belong to individuals that were placed spread out in cistas, which in average measure up to 1.80 meters (5.91 feet) long and 60 centimeters (23.62 inches) wide.

Along the materials deposited in the cistas, they registered almost 30 ceramic pieces: plates, earthenware bowls, pots, pans and cups. In average, each burial was accompanied by three of these objects; also, archaeologists found obsidian razors, jade beads and shell earrings, indicators of the existence of commerce in other Mesoamerican regions.

With the exception of seated burials ?which are still in the process of being examined?, the rest of the skeletons were shown to be badly preserved and up to this point they cannot determine the individual?s (who were placed in cistas) gender. However, they have observed that the majority of the skeletons belong to adults and they don?t seem to have been deformed in any way.

INAH?s investigator (Jose Osorio Leon) said that the funerary context of Xtojil cannot be compared to a cemetery, at least not in the occidental conception of the term, ?this was used as a housing structure, which had a prolonged occupation, at least from 600 to 800 AD, so the family and it?s descendants were buried in the same space.?

Nearby settlements of Chichen Itza
Although ancient sites such as Xtojil were established in the peak of Chichen Itza, between 900 and 1200 AD, they had been occupied since earlier centuries (the Late Classic period, 600 to 800 AD). This is known because they have certain characteristics, such as ceramic objects and architectonic sites, from this epoch.
Investigator Jose Osorio indicated that from the structures located along the highway Libre Union-Yaxcaba, they could only intervene in the sections that run along the highway, so that many can be observed by motorists, drivers and passers-by, as well as the people in nearby communities, who can now appreciate the archaeological wealth of the area.

TV: TNT, TWC SportsNet, TWC Deportes.

Better get a look at this matchup now because it won't be reprising itself in June.

What was expected to be a possible NBA Finals preview has devolved into nothing more than just another midseason game.

Miami has struggled recently and the Lakers have hit one low after another, the latest coming Friday when productive backup forward Jordan Hill was lost for the season because of a hip injury.

The Lakers could get Dwight Howard (shoulder injury) and Pau Gasol (concussion) back for this game, but the way their season has gone, it may not matter.
