Tuesday meeting's purpose is 'dental, not mental,' LSU says | NOLA ...

A Tuesday night meeting at the LSU School of Dentistry that is scheduled to be the target of a protest won?t be what demonstrators have been led to believe. A release is urging people to use the Department of Health and Hospitals forum to protest the closing of the state-run Southeast Louisiana Hospital, a psychiatric facility in Mandeville.

But the meeting?s purpose is ?dental, not mental,? according to a statement from the dental school, and no DHH staff members will be on hand to talk about the hospital, department spokeswoman Meghan Speakes said.

Nevertheless, the protest will go on as scheduled, said Brad Ott, one of the organizers, starting with a 6 p.m. press conference in front of the building at 11000 Florida Ave., possibly with people affected by the hospital?s closing, and continuing at the meeting itself.

?Our plan is to raise the issue with DHH,? he said. ?We are trying to be hospitable and welcoming. ? We?re not interested in keeping people away from the dental discussion.?

The session, which is to start at 6:30 p.m., will be used to discuss a change in dental services for some Medicaid recipients, Speakes said.

Starting in the fall, she said, DHH will include coverage of dental care for Louisianians enrolled in these Medicaid plans: Amerigroup, LaCare and Louisiana Healthcare Connections.

Medicaid participants in the other two plans, Community Health Solutions and United Healthcare Community Plan, will continue receiving dental treatment in Medicaid?s fee-for-service program, Speakes said.

No one will be added to the Medicaid rolls as a result of this change, which, she said, is designed to be seamless for the 900,000 participants statewide.

In addition to providing information about coverage of dental care, Speakes said, DHH representatives will be on hand to field questions.

Opening ceremony draws 26.9m UK viewers

The London Olympics opening ceremony drew a British television audience of 26.9 million, the BBC said Saturday -- the biggest in 14 years.

The showpiece on Friday, which lasted nearly four hours, averaged 22.4 million viewers, or 82 percent of all people watching television in the kingdom.

The British population is around 62.2 million, meaning that around 43 percent of residents tuned in.

It is the highest rating since the 1998 football World Cup clash between England and Argentina, screened by ITV, which drew 23.78 million viewers.

The ceremony was the biggest BBC audience since an edition of the comedy series "Only Fools And Horses" in 1996.

The biggest audience ever in Britain for a single programme is 30.5 million, set by a Christmas Day episode of BBC soap opera "EastEnders" in 1986.

By contrast with other Olympic opening ceremonies, Beijing 2008 attracted 5.9 million viewers in Britain, while 10.7 million watched Athens 2004.

Before that, four million watched Sydney 2000; 1.1 million saw Atlanta 1996 and 11.3 million watched Barcelona 1992.

The disparity is attributed to time differences, with ceremonies taking place in Europe attracting a higher audience.

Organisers said they expected the London ceremony to attract a global TV audience of over one billion.

The ceremony, created by Oscar-winning film director Danny Boyle, cost ?27 million ($42 million, 34.5 million euro) to stage.

US sees Israel, tight Mideast ally, as spy threat

WASHINGTON (AP) ? The CIA station chief opened the locked box containing the sensitive equipment he used from his home in Tel Aviv, Israel, to communicate with CIA headquarters in Virginia, only to find that someone had tampered with it. He sent word to his superiors about the break-in.

The incident, described by three former senior U.S. intelligence officials, might have been dismissed as just another cloak-and-dagger incident in the world of international espionage, except that the same thing had happened to the previous station chief in Israel.

It was a not-so-subtle reminder that, even in a country friendly to the United States, the CIA was itself being watched.

In a separate episode, according to another two former U.S. officials, a CIA officer in Israel came home to find the food in the refrigerator had been rearranged. In all the cases, the U.S. government believes Israel's security services were responsible.

Such meddling underscores what is widely known but rarely discussed outside intelligence circles: Despite inarguable ties between the U.S. and its closest ally in the Middle East and despite statements from U.S. politicians trumpeting the friendship, U.S. national security officials consider Israel to be, at times, a frustrating ally and a genuine counterintelligence threat.

In addition to what the former U.S. officials described as intrusions in homes in the past decade, Israel has been implicated in U.S. criminal espionage cases and disciplinary proceedings against CIA officers and blamed in the presumed death of an important spy in Syria for the CIA during the administration of President George W. Bush.

The CIA considers Israel its No. 1 counterintelligence threat in the agency's Near East Division, the group that oversees spying across the Middle East, according to current and former officials. Counterintelligence is the art of protecting national secrets from spies. This means the CIA believes that U.S. national secrets are safer from other Middle Eastern governments than from Israel.

Israel employs highly sophisticated, professional spy services that rival American agencies in technical capability and recruiting human sources. Unlike Iran or Syria, for example, Israel as a steadfast U.S. ally enjoys access to the highest levels of the U.S. government in military and intelligence circles.

The officials spoke on condition of anonymity because they weren't authorized to talk publicly about the sensitive intelligence and diplomatic issues between the two countries.

The counterintelligence worries continue even as the U.S. relationship with Israel features close cooperation on intelligence programs that reportedly included the Stuxnet computer virus that attacked computers in Iran's main nuclear enrichment facilities. While the alliance is central to the U.S. approach in the Middle East, there is room for intense disagreement, especially in the diplomatic turmoil over Iran's nuclear ambitions.

"It's a complicated relationship," said Joseph Wippl, a former senior CIA clandestine officer and head of the agency's office of congressional affairs. "They have their interests. We have our interests. For the U.S., it's a balancing act."

The way Washington characterizes its relationship with Israel is also important to the way the U.S. is regarded by the rest of the world, particularly Muslim countries.

U.S. political praise has reached a crescendo ahead of Republican presidential candidate Mitt Romney's scheduled meeting Sunday with Israeli Prime Minister Benjamin Netanyahu in Jerusalem. Their relationship spans decades, since their brief overlap in the 1970s at the Boston Consulting Group. Both worked as advisers for the firm early in their careers before Romney co-founded his own private-equity firm. Romney said in a speech this past week that Israel was "one of our fondest friends," and he criticized Obama for what he called the administration's "shabby treatment" of the Jewish state.

"The people of Israel deserve better than what they've received from the leader of the free world," Romney said in a plain appeal to U.S. Jewish and pro-Israel evangelical voters.

Obama, who last year was overheard appearing to endorse criticism of Netanyahu from then-French President Nicolas Sarkozy, has defended his work with Israel. "We've gotten a lot of business done with Israel over the last three years," Obama said this year. "I think the prime minister ? and certainly the defense minister ? would acknowledge that we've never had closer military and intelligence cooperation."

An Israeli spokesman in Washington, Lior Weintraub, said his country has close ties with the U.S. A text message Saturday from the office of Israeli Prime Minister Benjamin Netanyahu called the report "false."

"Israel's intelligence and security agencies maintain close, broad and continuous cooperation with their U.S. counterparts," Weintraub said. "They are our partners in confronting many mutual challenges. Any suggestion otherwise is baseless and contrary to the spirit and practice of the security cooperation between our two countries."

The CIA declined comment.

The tension exists on both sides.

The National Security Agency historically has kept tabs on Israel. The U.S., for instance, does not want to be caught off guard if Israel launches a surprise attack that could plunge the region into war and jeopardize oil supplies, putting American soldiers at risk.

Matthew Aid, the author of "The Secret Sentry," about the NSA, said the U.S. started spying on Israel even before the state was created in 1948. Aid said the U.S. had a station on Cyprus dedicated to spying on Israel until 1974. Today, teams of Hebrew linguists are stationed at Fort Meade, Md., at the NSA, listening to intercepts of Israeli communications, he said.

CIA policy generally forbids its officers in Tel Aviv from recruiting Israeli government sources, officials said. To do so would require approval from senior CIA leaders, two former senior officials said. During the Bush administration, the approval had to come from the White House.

Israel is not America's closest ally, at least when it comes to whom Washington trusts with the most sensitive national security information. That distinction belongs to a group of nations known informally as the "Five Eyes." Under that umbrella, the United States, Britain, Australia, Canada and New Zealand agree to share intelligence and not to spy on one another. Often, U.S. intelligence officers work directly alongside counterparts from these countries to handle highly classified information not shared with anyone else.

Israel is part of a second-tier relationship known by another informal name, "Friends on Friends." It comes from the phrase "Friends don't spy on friends," and the arrangement dates back decades. But Israel's foreign intelligence service, the Mossad, and its FBI equivalent, the Shin Bet, both considered among the best in the world, have been suspected of recruiting U.S. officials and trying to steal American secrets.

Around 2004 or 2005, the CIA fired two female officers for having unreported contact with Israelis. One of the women acknowledged during a polygraph exam that she had been in a relationship with an Israeli who worked in the Foreign Ministry, a former U.S. official said. The CIA learned the Israeli introduced the woman to his "uncle." That person worked for Shin Bet.

Jonathan Pollard, who worked for the Navy as a civilian intelligence analyst, was convicted of spying for Israel in 1987 when the Friends on Friends agreement was in effect. He was sentenced to life in prison. The Israelis for years have tried to win his release. In January 2011, Netanyahu asked Obama to free Pollard and acknowledged that Israel's actions in the case were "wrong and wholly unacceptable."

Ronald Olive, a former senior supervisor with the Naval Criminal Investigative Service who investigated Pollard, said that after the arrest, the U.S. formed a task force to determine what government records Pollard had taken. Olive said Israel turned over so few that it represented "a speck in the sand."

In the wake of Pollard, the Israelis promised not to operate intelligence agents on U.S. soil.

A former Army mechanical engineer, Ben-Ami Kadish, pleaded guilty in 2008 to passing classified secrets to the Israelis during the 1980s. His case officer was the same one who handled Pollard. Kadish let the Israelis photograph documents about nuclear weapons, a modified version of an F-15 fighter jet and the U.S. Patriot missile air defense system. Kadish, who was 85 years old when he was arrested, avoided prison and was ordered to pay a $50,000 fine. He told the judge that, "I thought I was helping the state of Israel without harming the United States."

In 2006, a former Defense Department analyst was sentenced to more than 12 years in prison for giving classified information to an Israeli diplomat and two pro-Israel lobbyists.

Despite the Pollard case and others, Olive said he believes the two countries need to maintain close ties "but do we still have to be vigilant? Absolutely. The Israelis are good at what they do."

During the Bush administration, the CIA ranked some of the world's intelligence agencies in order of their willingness to help in the U.S.-led fight against terrorism. One former U.S. intelligence official who saw the completed list said Israel, which hadn't been directly targeted in attacks by al-Qaida, fell below Libya, which recently had agreed to abandon its nuclear weapons program.

The espionage incidents have done little to slow the billions of dollars in money and weapons from the United States to Israel. Since Pollard's arrest, Israel has received more than $60 billion in U.S. aid, mostly in the form of military assistance, according to the Congressional Research Service. The U.S. has supplied Israel with Patriot missiles, helped pay for an anti-missile defense program and provided sensitive radar equipment to track Iranian missile threats.

Just on Friday, Obama said he was releasing an additional $70 million in military aid, a previously announced move that appeared timed to upstage Romney's trip, and he spoke of America's "unshakable commitment to Israel." The money will go to help Israel expand production of a short-range rocket defense system.

Some CIA officials still bristle over the disappearance of a Syrian scientist who during the Bush administration was the CIA's only spy inside Syria's military program to develop chemical and biological weapons. The scientist was providing the agency with extraordinary information about pathogens used in the program, former U.S. officials said about the previously unknown intelligence operation.

At the time, there was pressure to share information about weapons of mass destruction, and the CIA provided its intelligence to Israel. A former official with direct knowledge of the case said details about Syria's program were published in the media. Although the CIA never formally concluded that Israel was responsible, CIA officials complained to Israel about their belief that Israelis were leaking the information to pressure Syria to abandon the program. The Syrians pieced together who had access to the sensitive information and eventually identified the scientist as a traitor.

Before he disappeared and was presumed killed, the scientist told his CIA handler that Syrian Military Intelligence was focusing on him.

Interview with Corporate Wellness and Personal Growth pioneer Monika Broecker

The following is based on an edited transcript from an audio conversation between Chip Conley and Monika Broecker at the Enlightened Business Summit 2010

Chip Conley:?I?d like to introduce Monika Broecker. Monika is the founder of the Center for Personal Growth. What does the Center for Personal Growth do?

Monika Broecker:?The Center for Personal Growth is dedicated to facilitating lasting, sustainable individual, social and global transformation. It fosters human development, personal growth and well being on all levels: mental, emotional, physical and spiritual. Our Mission Statement is: To facilitate your passionate inquiry into a sustainable work- and lifestyle. We provide Personal Growth and Career coaching, learning programs, as well as consulting and facilitation services for profit and non-profit organizations. Our main focus is to help organizations complement Leadership Development efforts with Personal Growth initiatives. We help with the design and curriculum development, the business case to get buy-in to get these programs going, and the metrics to measure their success.?

Chip Conley:?How did you come to do this work?

Monika Broecker:?I?ve had a 17-year long career in Learning and Leadership Development, mainly working in corporate University type settings. I held positions at BMW, HP, Veritas (now Symantec), Electronic Arts and, finally, Google. I also worked in Management Consulting for a few years.?

I had always done a lot of Personal Growth work myself, had gone to Esalen for many years, trained as a therapist. And I wanted to bring my personal interest in Somatic Psychology together with my professional work. At Google, I had the opportunity to do that and integrate my passions into my work.

At Google, I built and led first People Management Development and then the School of Personal Growth within what was then called Google University, now Google edu. Together with my colleague Meng I built the mission and curricula of the School of Personal Growth. The main idea was to transform and bring out the best in Google employees by developing them as whole human beings and helping them reach their full potential on all levels, emotional, mental, emotional, physical and spiritual. Since we did get the feedback that spiritual could be perceived as negative in business, I suggested calling it ?beyond the self? instead.?

The idea was to create the most progressive and innovative personal growth content and make Google the most compassionate company in the world.

With the School of Personal Growth, we wanted to make an impact on the individual level, the team level, the organizational level?that is the culture level?and the organization?s impact on the larger systems, the world at large.

Google has always wanted to make a difference in the world. It?s never been about profit primarily. Google?s mission has been about making information universally accessible and useful. And there are tons of initiatives at Google where the company contributes to the greater good, there?s google.org, there are sustainability initiatives, social efforts and so much more.?

Meng?s vision has been to create world peace, and since we know from Gandhi that world peace starts with inner peace, with compassion and empathy and people?s wish to make a contribution to something larger than themselves, we?ve had great hopes that we could make a difference by starting small, for example by introducing people to a meditation practice. ?Be the change you want to see in the world.?

Chip Conley:?How do you justify bringing Personal Growth programs into organizations??

Monika Broecker:?That?s a good question. This is kind of going into the direction of the business case. Yes, people might say, why bring Personal Growth program into the workplace? People can just do this in their leisure time. But you can argue that specific well-researched Personal Growth programs?I will talk about what they are in a moment?sustain high performance

Chip Conley:?So in building the business case for Personal Growth programs in organizations, you promise to increase the organizational effectiveness???

Monika Broecker:?Exactly. Personal Growth programs really transform individual employees, the way they work in teams, the culture and ultimately the company?s impact on the world at large. And it is important to do your research. If you present solid scientific data and show the impact on the bottom-line you have a much better chance to get buy-in. So that it is clear that these are not just esoteric programs.

Chip Conley:?You mentioned that your programs also improve employees? health. Can you say a little bit more?

Monika Broecker:?Yes, thank you. In fact, I think the health argument is a key one. We?ve done a lot of research in this area and looked at the health data and health care costs.?

In general, in an organizational culture where people are really young, in their 20s and 30s, health care costs are typically low. This is not the case in fast-paced and innovative Silicon Valley companies.

Many Silicon Valley companies are self-insured, and if you look into the total spend of health insurance in your company, you?ll be shocked. And it?s interesting what the medical claims are for:

Psychosomatic conditions such as stress, anxiety, depression, chronic neck and back pain, insomnia are among the top ranking medical claims. It?s a fact that pain, stress, mood disorders, insomnia and muscular-skeletal problems are among the top ranking and most costly health problems (in these young corporate cultures). In the area of mental health, medical claims for depression, anxiety, emotional and marital issues rank high. Consequently, narcotics/pain drugs (e.g. prescription Tylenol), SSRIs, i.e. anti anxiety and depression drugs are among the top ranking prescription drugs.

Chip Conley:?So bringing in programs that relieve these symptoms in employees can reduce medical costs.

Monika Broecker:?That is the point. When I talk to companies, I show them how they can improve employee health and help save the company spend millions and millions of dollars on medical claims.

  • Self-care pain management, stress-reduction and movement/exercise courses can help keep medical claims and prescription claims down.
  • There is an enormous need for a holistic health and well-being and an emotional development curriculum in companies

Chip Conley:?Can you talk a little bit about the benefits of the Personal Growth programs you bring to companies?

Monika Broecker:?I?d be happy to. There is a lot of research on the benefits of the programs we are offering. For example, it can be shown that training in emotion regulation and Mindfulness-based Stress Reduction improves

  • symptoms of stress, anxiety, depression
  • positive affect (happiness)
  • and immune response to influenza virus.
  • It also helps with skin disorders, cardiovascular symptoms and lower back pain.
  • Mental/emotional training enhances
  • attention regulation. Tony Schwartz from the Energy Project also talks about this. How important focus and attending to one thing at a time is. Multi-tasking doesn?t work. There?s a productivity loss that results from switching from one task to another.
  • emotional awareness and emotional regulation
  • positive self-view, self-esteem, self-compassion, self-efficacy and well-being
  • and it reduces
  • negative rumination (thinking style)
  • negative self-view
  • habitual thinking.

Emotions are a key business driver. If people are in a good mood, they are more likely to have creative ideas. Happy people work better. Research shows that emotions and disposition influence job performance, decision-making, creativity, turnover, pro-social behavior, teamwork, negotiation, and leadership. Emotions also create and sustain work motivation.?
Lower stress improves creativity and health

  • Under stress, people do worse on ?cognitive flexibility?
    (i.e. creative) tasks.
  • Job stress is as harmful to health as smoking.
  • Under stress, the brain goes into this mode of repeating the same solution over and over. And there?s a lot of research on how important sleep is for one?s effectiveness at work. We had sleep researcher Dr. Dement from Stanford at Google talk about that.

Chip Conley:?Anything else that you suggest to companies when you bring in Personal Growth programs?

Monika Broecker:?I think it is always advisable to make the connection to the company?s leadership skills framework and the values of the company?s culture: innovating, thoughtfully taking risks, making good decisions, getting things done, being open and honest and accessible, putting the team first, being self-aware, honoring/appreciating diversity and the like? Whatever those are in the respective company.

Another thing to think about is leverage and scaling and building the capacity inside the company. In a company with over 30,0000 employees it?s not enough to offer a meditation class to 10 people in a small classroom in Mountain View. You need to think about how to scale these programs globally. It?s important to consider how programs can be offered virtually, online or how the knowledge and wisdom inside the company can be built and used. In Google for example we had Googlers teach Googlers and, where needed, we did train the trainer courses to build the capacity inside rather than having to work with external vendors all the time.

I have a funny example here. After we announced a meditation class at Google in Mountain View, I got a call from Google India ?We want to learn how to meditate here in India also.? I responded: ?I thought you guys in India have known for thousands of years how to meditate.??

In any case, the good news is that companies are increasingly open to bringing in Personal Growth curricula. We?ve done some work at several major companies, some start-ups and Non-Profit organizations, and are getting more and more requests right now.

Chip Conley:?Can you talk a bit about some specific programs you offered at Google?

Monika Broecker:?Yeah, I can name a few. One of our main offerings was Meng?s project Search Inside Yourself (SIY)?A Mindfulness-based Emotional Intelligence course that Google developed with Daniel Goleman.?

Goleman says on his blog that the way Google did this course was the only way Emotional Intelligence can be learned. The course has a combination of Meditation and Mindfulness practices, theoretical input and emotional exercises. It also includes a full day meditation retreat. Besides Meng, Zen priest Norman Fischer, Stanford researcher Philippe Goldin, meditation teacher Yvonne Ginsberg and Marc Lesser are the teachers and core team members. Meng just published a book on this course. It?s on the New York Times Bestseller list.

And we had Mindfulness-based Stress Reduction.

Another program, one of the most successful ones, was The Alexander Technique. It was offered by John Baron under the name Kines-Tech for chronic pain management. The way we set up the program was very helpful. We started with a half-day workshop, then did paired sessions and followed up with individual sessions. We also a course on the Neuroscience of Empathy with Tom Lewis, and a Japanese Tea Ceremony. And we had Otto Scharmer.?

Then we started a Personal Growth Speaker Series. As speakers, we had Paul Ekman, Dan Siegel, Richard Davidson, Sean Mackey, Jon Kabat Zinn, Daniel Goleman, Dr. Emmett Miller; Dr. Dement, the famous Stanford sleep researcher talked on how to sleep better. The talks can all be found on youtube, just type in Google Personal Growth Speaker Series.

Chip Conley:?What is the feedback you have received for your Personal Growth programs??

Monika Broecker:?We have thought about metrics a lot. How do you measure the success of these programs? From the feedback from the participants that we consolidated, we found that our programs have an impact on career satisfaction, retention, decision making, focus and attention, performing under pressure, conflict resolution, creativity, relaxation and creativity, number of sick days, People who had gone through our programs said that they feel more in control of their emotions and have become more optimistic about their career. We had statements such as ?I was contemplating quitting and not wanting to be in my current job. I now find myself actually enjoying my work?.?

Your Passionate Inquiry into a Sustainable Work- and Lifestyle How else can the success of these programs be measured?

Monika Broecker:?We thought of many things in terms of measuring course effectiveness and setting up metrics to measure the success of these programs

  • Getting in a question or two regarding Personal Growth programs in the company?s Employee Satisfaction survey
  • Looking at the health care costs and seeing if they have gone down
  • For the Search Inside Yourself class at Google, we collaborated with Stanford Neuroscientists and planned an fMRI study to measure the impact on show the effects on the brain if people stayed on track with the course and meditated regularly.
  • We needed to make sure that people knew that everything was based on solid research and that we didn?t just bring in some esoteric programs. Google is a company that really appreciates research.

Chip Conley:?What else are you up to personally? How do you keep yourself inspired??

Monika Broecker:?I recently finished a second Masters degree in Somatic Psychology at California Institute of Integral Studies. I am now working towards my license as a Somatic Psychotherapist in a private practice internship in Berkeley. And I enjoy working with private coaching clients.?
I am often asked ?Where are you going?? I don?t plan in that way. I don?t have a business plan and I don?t want one. I go with the flow and am always open for new opportunities. I like the Google principle of launch and iterate. You have an idea? Put it out there and make it better along the way.?

Ottawa's deficit shrinks as tax income rises ? Financial Press


OTTAWA ? With much of the world paralyzed by debt and sinking into recession, Canada is continuing down a different path of deficit reduction and modicum growth.

So far, the federal government?s balancing act is tilting favourably toward its budget estimates ? even though the economy is still slowing and leading to calls for Ottawa to consider spending more and cutting less.

Two months into fiscal 2012-13, the budget deficit stands at $832-million, down from $2-billion for the same period a year earlier, according to initial estimates released Friday by the Finance Department.

Revenue rose by $2-billion, or 5%, to $42.2-billion during April and May as income from personal and corporate taxes rose, along with employment insurance premium increases. Expenses during the same period were up by $1.2-billion, or 3.4%, to $37.8-billion, with transfer payments accounting for much of the increase.

Avery Shenfeld, chief economist at CIBC World Markets, said ?you have to be a little cautious about comparing a short number of months to a short number of months. The timing of when you make major purchases, and when tax revenues come in can shift a bit from year to year.

?Nevertheless, there?s lots of reasons to believe they?re positioned well to meet their targets for deficit reduction.?

Ottawa finished fiscal 2011-12, which ended March 31, with a $23.5-billion deficit, and it expects a shortfall of $21.1-billion for 2012-13.

In its March budget, the government projected the 2013-14 deficit at $10.2 billion, falling to $1.3 billion the following year.

The government expects to return to a surplus, of about $3.4-billion, in 2015-16 and see that increase to $7.8-billion a year later.

To balance the books, Ottawa is cutting programs and reducing the public service, while relying on economic growth ? though tepid ? to do the rest. The plans call for $5.2-billion in spending cuts and the elimination of 19,200 jobs over three years.

Those austerity measures have come under fire by organizations that say the cuts will lead to many more jobs losses than thought and pose a threat to economic growth.

The Canadian Centre of Policy Alternatives has calculated that more than 68,000 public sectors positions could be lost by 2015-16. As well, two of the world?s biggest rating agencies ? Moody?s and Fitch ? have warned the measures were unnecessary, and that cuts made too quickly and too deeply will actually hurt the economy.

This week, the London-based Association of Chartered Certified Accountants, said a survey on the state of the global economy found its Canadian members ?feel that Canada is increasingly pursuing an unsustainable austerity program.?

?Whatever the debate internally in Canada, the country is seen as really quite safe from the outside, as far as bond markets are concerned,? said Emmanouil Schizas, the group?s senior global policy advisor.

?The argument that you get in these situations is: You know that yields are quite low. We might not have it this good for a while, so why not borrow now and invest in infrastructure or other sorts of public investments? Why not do that now while we can afford it?? Mr. Schizas said in an interview from London.

CIBC?s Mr. Shenfeld said the government is making ?tremendous progress? reducing the deficit, ?in part, because of the interest costs they?re paying on their debt are giving a pleasant surprise.?

?Should the global economy falter, it does give Canada room to increase infrastructure spending by borrowing at very low rates and putting Canadians back to work again.?

Still, Mr. Schizas said a ?fiscal sustainability outlook shifts very, very quickly and countries find themselves moving from the safe zone to the danger zone virtually overnight.?

?[But] the kind of scrutiny the bond markets have put on more troubled sovereigns in Europe and elsewhere, Canada is very unlikely to see [that] in the near future.?

Twitter down for everyone, not just you

Update: Twitter announced via its status blog that site issues have been resolved. As of Thursday afternoon ET, the site appears to be functioning normally.?

While some Twitter users reported?intermittent?updates via TweetDeck dashboard applications, the short-message website was down for many late Thursday morning. Twitter acknowledged the outage via it's status blog shortly before noon ET,?with this brief statement.:

Users may be experiencing issues accessing Twitter. Our engineers are currently working to resolve the issue.

Despite an update that followed soon after Twitter's original post, that the "issue has been?stabilized and all services are restored," many were still unable to access the site. Further, the status website Down For Everyone or Just Me, reported that Twitter was still down.?

Twitter's update has since been removed from the Twitter status blog.

Twitter spokesperson?Rachel Bremmer told the Associated Press that, "we're aware of the issue and are looking into it," but did not comment on the nature of the problem.

Twitter's last ?outage?occurred?just over a month ago on June 21, and lasted nearly two hours. The site attributed the outage to a "cascading bug."?

Earlier this week, a Twitter spokeswoman told?the Associated Press that "there were more tweets about the?2012?Olympics on a single day last week than there were during the?entire Beijing Games."?At the recent European Championship final, users fired off more than 15,000 tweets-per-second, setting a sports-related record for the site.?It?is unknown if this spike in activity is connected to the current outage.

Hoard of Crusader gold found in ruins

ScienceDaily (July 26, 2012) ? A team of researchers from Tel Aviv University has uncovered a hoard of real-life buried treasure at the Crusader castle of Arsur (also known as Apollonia), a stronghold located between the ancient ports of Jaffa and Caesarea, in use from 1241 to its destruction in 1265. The hoard, composed of 108 gold coins, mostly dinars dated to the Fatimid Period (ca. 900 to 1100 AD), was discovered in a pot by a university student. The coins bear the names of sultans and blessings, and usually include a date and a mint name that indicates where a coin was struck.

This fascinating find is the first of its kind, says Prof. Oren Tal, director of the excavation and Chairman of TAU's Department of Archaeology and Ancient Near Eastern Cultures. "The scientific value is unprecedented. This is the first hoard of gold coins that we have in Israel that we can date to the Crusader period."

Prof. Tal believes that the coins provide an important clue to how large-scale economic transactions were made in the Crusader period. "They were not afraid to use older coins in order to complete large transactions and run large-scale businesses," he said, indicating that this "pot of gold" may be one of a group hidden in the castle, remnants of Arsur's role as a business center where industrial and agricultural goods were traded.

Crusader economics

According to Prof. Tal, the discovery adds to the debate over gold circulation during the time of the Crusades, a series of military incursions into the region to establish Christianity. It puts Fatimid-period coins, minted by Egyptian Sultans in the 10th and 11th centuries, in a Crusader context. Their use of gold from an earlier period is somewhat surprising, given the importance placed on coin minting.

Typically, societies mint their own coins, especially for the completion of large transactions, because it impacts more than just economics -- it has marketing and public relations value. From a social and political standpoint, the minting of coins shows that a culture has the wealth and ability to make its own currency, feeding into a sense of independence as a people, cultural self-definition, and a collective identity, explains Prof. Tal.

Though historically priceless, the actual cash value of the coins is difficult to pin down, says Prof. Tal. A document found in the Cairo Genizah hints at the worth of the hoard, suggesting that two gold dinars, the face value on the coins that were found, can provide sufficiently for an extended family for one month.

Assuming the extended family includes a father, mother, sons, daughters, and their spouses and children, this could include 12 to 24 people. If 20 people can make their living for a month on two gold coins, the horde that was discovered could sustain 50 families for 30 days, or five families for approximately one year, all depending on the standard of living.

A time capsule

Arsur is a perfect time capsule due to its short period of occupation, says Prof. Tal. The findings from the castle, which in addition to the coins include items such as pottery, glass and metal objects, arrowheads, and catapult stones, are a window into a specific historical period. They help researchers to develop a working knowledge of the material culture of the Crusaders, and provide clues to interactions between the Islamic and Christian worlds.

The seigniory of Arsur was leased to the Military Order of the Hospitallers in 1261. The Order originally arrived in the Holy Land in the 12th century as a group of orderlies serving European pilgrims. As evidenced by their use of the castle as a storage place for their profits, Arsur was one of their most important strongholds. In 1265, the castle was attacked by the Egyptian Sultan Baybars, and after withstanding a 40-day siege, the castle was eventually conquered. It has remained uninhabited since then.

19 killed as Iraqi forces clash with militants

BAGHDAD (AP) ? Militants downed an Iraqi army helicopter on Thursday in clashes that have killed at least 19 people including 11 policemen, a regional official said, in what appeared to be part of an al-Qaida surge to retake one of its former strongholds.

The fighting around the town of Hadid, about 10 kilometers north of the Diyala provincial capital of Baqouba, follows a warning last weekend from al-Qaida's leader in Iraq to push back into areas the group was driven out of by the U.S. military after sectarian fighting peaked in 2007. A day after al-Qaida issued the threat, shootings and bombings killed 115 people in Iraq's deadliest day in more than two years ? an assault for which the terror group claimed responsibility.

Diyala provincial spokesman Salih Ebressim Khalil said militants opened fire Thursday on the Iraqi army helicopter, killing one soldier, wounding another and forcing the aircraft to make an emergency landing. The rest of the crew was unharmed.

The helicopter was called in to provide surveillance for security forces battling militants since an attack late Tuesday on a security checkpoint in a rural area near Hadid, some 70 kilometers (45 miles) northeast of Baghdad. Despite police efforts to seal off the area, gunbattles raged overnight Wednesday, killing 11 policemen, Khalil said.

According to provincial police and health officials, seven militants also were killed in the clashes and eight were arrested. The officials spoke on condition of anonymity because they were not authorized to release information.

Diyala is a predominantly Sunni province that is sandwiched between Baghdad and the Iranian border. It has a large Shiite population, as well as pockets of ethnic Kurds, and long has been a battleground for Sunni insurgents trying to assert control. Its remote rural areas have served as a safe haven for insurgents at the height of the nation's sectarian fighting between 2005 and 2007, and posed a major challenge to Iraqi security forces.

In a statement posted on a militant site last Saturday, local al-Qaida leader Abu Bakr al-Baghdadi announced a new campaign dubbed "Breaking the Walls." He said it sought to undermine the nation's weakened Shiite-led government by realigning with Sunni tribes, and returning to areas it was driven from before the American military withdrew from Iraq last December.

Al-Qaida's local wing in Iraq is known as the Islamic State of Iraq, and has for years had a hot-and-cold relationship with the global terror network's leadership.

Both shared the goal of targeting the U.S. military in Iraq and, to an extent, undermining the Shiite government that replaced Saddam Hussein's regime. But al-Qaida leaders Osama bin Laden and Ayman al-Zawahri distanced themselves from the Iraqi militants in 2007 for also killing Iraqi civilians instead of focusing on Western targets.

Generally, al-Qaida in Iraq does not launch attacks or otherwise operate beyond Iraq's borders. But in early 2012, al-Zawahri urged Iraqi insurgents to support the Sunni-based uprising in neighboring Syria against President Bashar Assad, an Alawite. The sect is a branch of Shiite Islam.
