Tea party's Yoho wins upset in Fla.

WASHINGTON (AP) ? While two veteran Republicans, former Wisconsin Gov. Tommy Thompson and Rep. John Mica of Florida, survived conservative challenges in Tuesday's congressional primaries, a veterinarian and political novice named Ted Yoho stole much of the spotlight.

Florida tea party challenger Yoho won a major upset against 12-term GOP Rep. Cliff Stearns by slightly more than 800 votes, about 1 percentage point, as four states held primaries, including Connecticut and Minnesota. Stearns conceded the race on Wednesday.

Stearns had been a national Republican favorite after spearheading criticism of the Obama administration's energy program and its funding of Planned Parenthood.

But Yoho criticized Stearns for being in office too long and pledged that he would leave the House after eight years. He ran a TV ad where actors dressed as politicians in suits ate from a trough alongside pigs and threw mud at each other.

In Wisconsin, Thompson turned back a trio of challengers to win the Republican Senate primary, setting up a general election race against Democratic Rep. Tammy Baldwin for retiring Democratic Sen. Herb Kohl's seat, which the GOP hasn't held since 1957.

Thompson's win, as an establishment Republican derided by rivals as not conservative enough, was a disappointment for tea party forces and other conservative activists hoping to add to big wins earlier this year in the Indiana and Texas GOP Senate primaries. Tea party candidates scored major gains in the 2010 congressional races, but they've had mixed success since then.

The win marked the first step in a political comeback for Thompson, 70, a former Cabinet secretary who hasn't been on the ballot since 1998.

He defeated former Rep. Mark Neumann; businessman and political newcomer Eric Hovde, who spent at least $4 million on the race; and state Assembly Speaker Jeff Fitzgerald. Neumann had support from tea party forces as well as the anti-tax group Club for Growth.

Thompson's challengers cast themselves as closer to today's more conservative GOP than him.

Wisconsin Republicans hope they can build momentum from GOP Gov. Scott Walker's win in a recall election last June and Republican presidential candidate Mitt Romney's decision to tap native son Rep. Paul Ryan as his running mate.

The GOP sees the Senate race in Wisconsin as a pickup opportunity as they try to gain majority control from the Democrats. Republicans need to pick up four seats in the Senate to gain control of the chamber.

Thompson, a governor for 14 years who was first elected in 1966, enjoyed the most name recognition statewide.

He got a late boost from Ryan, who praised Thompson's record as governor during a rally in Wisconsin on Sunday. Ryan did not mention Thompson's rivals. Thompson aired a radio ad on Monday featuring Ryan's comments.

In Florida, Mica, a 10-term congressman who wields considerable clout as chairman of the House Transportation and Infrastructure Committee, is expected to win in November in his Republican-leaning district. Tea party freshman Rep. Sandy Adams fell short against Mica despite backing from 2008 GOP vice presidential nominee Sarah Palin.

Mica and Adams landed in the same central Florida district due to redistricting, and the result was a nasty member-versus-member primary.

The Florida contest was a prime example of the sharp split in the Republican party this election season between grass-roots conservatives and the GOP's establishment candidates.

Mica overcame criticism by Adams that the big-spending ways of longtime lawmakers and Washington insiders like him have fueled the nation's soaring debt, a charge that echoes the deep divisions in the GOP. The two tangled over spending for pet projects and who's more conservative.

Also in Florida, Democratic Sen. Bill Nelson will face Republican Connie Mack IV in November after each handily won his party primary.

In Connecticut, wealthy former wrestling executive Linda McMahon, the GOP's endorsed candidate, defeated former Rep. Christopher Shays in the Senate primary. Sen. Joe Lieberman, an independent, is retiring.

Shays, a moderate who had represented a district anchored by Greenwich and other wealthy suburbs outside New York City since 1987, lost his seat in 2008. He had hoped his Washington experience could blunt McMahon's wealth and official party support.

McMahon spent about $50 million of her own money in her failed 2010 Senate race. It was the largest amount of money spent on any campaign in state history, as well as the largest amount per vote nationwide. She outspent Shays and criticized him as a career politician.

In Connecticut's Democratic Senate primary, Rep. Chris Murphy, the party's endorsed candidate, defeated former Secretary of the State Susan Bysiewicz. Looking past Shays, McMahon has already aired a negative ad against Murphy.

Iraq VP death squad trial to wrap up in Sept

An Iraqi court will next month hear concluding remarks from prosecutors and the defence team in the death squad trial of fugitive Vice President Tareq al-Hashemi, a judge said on Tuesday.

The trial, which began in May, has been over the assassinations of two security officials and a lawyer, the first of around 150 charges levelled against Hashemi and his bodyguards.

A statement posted on the vice president's website on August 10 said he was in Doha, Qatar. He is being tried in absentia.

"We decided to postpone the trial until September 9, after we heard the testimony of all the defendants, and the next session will be for the prosecutor and the defence team (to present their closing remarks)," said the judge presiding over the case.

Hashemi, one of the country's most senior Sunni officials, has dismissed all the charges against him as politically motivated, and the accusations have raised sectarian tensions when the accusations were first made by Iraq's Shiite-led government.

He fled to Iraq's autonomous Kurdistan region when the charges were made in December, as US troops were pulling out of the country.

The trial, which began May 15, has previously heard testimony that silenced pistols were found in raids on Hashemi's house and that of his son-in-law, while bodyguards and other officials say they were offered money, or were coerced, into carrying out attacks on the vice president's orders.

After fleeing to Kurdistan, which refused to hand him over, Hashemi embarked on a regional tour that took him to Qatar, Saudi Arabia and Turkey.

(AP) ? There's another Paul Ryan plan for health care, a fundamental change in caring for the poor and disabled that would affect many more people than the Medicare overhaul the GOP vice presidential candidate is best known for.

Under the Wisconsin congressman's Medicaid plan, states would take over the program. At the same time, Ryan's budget would reduce projected federal spending on Medicaid by about $800 billion over 10 years, dramatically shrinking it as a share of the national economy.

Medicaid serves about 60 million people, roughly 10 million more than Medicare. It's a diverse population brought together by need. Most Medicaid recipients are low-income children and their mothers, but the costliest cases are severely disabled people, many of them seniors in nursing homes.

Ryan would also repeal President Barack Obama's health care law, expected to add at least 11 million more people to Medicaid.

Ryan's Medicaid plan is in sync with his new boss, Republican presidential candidate Mitt Romney.

"Gov. Romney ... believes that states are far better positioned to design programs that effectively serve those in need," said campaign spokeswoman Andrea Saul.

But no matter who runs Medicaid, such cuts would result in millions of vulnerable people losing health insurance, according to advocates for the poor and some nonpartisan economic analysts.

"Medicaid is already a very lean program," said Edwin Park of the Center on Budget and Policy Priorities, which advocates for low-income people. "It is not a program where you can magically glean huge efficiencies by just devolving it to the states. The only way to compensate for funding reductions of this magnitude would be to institute deep, damaging cuts to beneficiaries and the health care providers who serve them."

Bring it on, says Wisconsin Health Secretary Dennis Smith, who oversees Medicaid in Ryan's home state. Smith, who works for Republican Gov. Scott Walker, says states can cut costs without gutting services by running Medicaid more efficiently.

"Everybody agrees that there is excess cost in the health care system, so by golly, give us the flexibility to address it, and we will," said Smith. "We can serve the people on Medicaid with the adjustments the Ryan budget. We can make that work."

For example, Wisconsin is now charging some low-income adults a modest monthly premium for Medicaid, tapping a new funding source to pay for valuable benefits, Smith said. And the state is looking for ways to help frail elderly people keep living at home, avoiding the costly alternative of a nursing home.

Growing enrollment has turned Medicaid into a big share of state budgets, and since Washington sets many of the rules, the program is a source of constant tension between federal and state governments. On average, the federal government pays about 60 percent of Medicaid costs, and states cover the rest. The Supreme Court recently gave some latitude to states chafing at Obama's health care law, saying they are free to opt out of its Medicaid expansion.

Obama has largely shielded Medicaid from cuts in budget negotiations with Congress. But his administration has proposed new ways to allocate funding that could be used to dial back the federal share.

Ryan's plan goes beyond tweaking. It would essentially rip up the Medicaid manual and start all over again. States would get a lump sum from Washington, a "block grant" indexed to reflect population growth and inflation. The idea has governors split along party lines.

Ryan's Medicare plan, shifting future retirees to private insurance, would phase in over a decade or more. The Medicaid changes would come much more rapidly. The proposal has not been fleshed out, leaving many unanswered questions. For example:

?What happens if a state's economy tanks?

Under current law, the federal Medicaid share is pegged to program enrollment, not population growth, said John Holahan, director of the Health Policy Center at the nonpartisan Urban Institute. That means federal funding increases when the Medicaid rolls swell. But under Ryan's plan, "there are no provisions to automatically deal with recessions," said Holahan. "The demand for Medicaid goes up at the same time state revenue is going down."

?Would low-income and disabled people still have a legal right to coverage?

Converting Medicaid into a block grant would end the current right to coverage under federal law, and it remains unclear what rights could be preserved. Most analysts say states would insist on the flexibility to reduce their Medicaid rolls. The Urban Institute estimates that between 14 million and 27 million people would lose coverage because of Ryan's spending restrictions.

?What sorts of safeguards would remain in place for seniors in need of nursing home care?

Although frail elderly people must spend down most of their savings before they can qualify for Medicaid, a federal law shields spouses from becoming impoverished. It's unclear what would take its place.

Supporters of state control say governors and legislatures are closer to the people and would not harm their own constituents.

Back in Ryan's state, the jury is still out.

Medicaid covers nearly 1 in 5 Wisconsin residents, and hospitals have a major stake in the outcome. Joanne Alig, senior vice president for policy with the Wisconsin Hospital Association, says they would need to know more about the plan to reach conclusions.

"While I think we are supportive of looking at alternatives to the Medicaid status quo, the devil's in the details," she said.

German minister warns coalition partners against euro populism

BERLIN (Reuters) - Germany's Economy Minister Philipp Roesler has warned against using populism in the debate over the euro zone crisis and stressed the commitment of his party, the pro-business Free Democrats (FDP), to closer European integration.

"Euro populism is not a road that the Free Democrats and I go down," he told Spiegel's online edition on Tuesday.

"You can only keep Europe and its strong currency intact if you have a clear framework of rules," Roesler, also Germany's vice chancellor, was quoted as saying.

He said the Christian Social Union (CSU), which along with the FDP is in Chancellor Angela Merkel's ruling coalition, needed to either make party members like Bavarian Finance Minister Markus Soeder, who has called for a Greek exit, moderate their views or isolate them.

Roesler said Germany could not afford to let Soeder and CSU General Secretary Alexander Dobrindt, who last month criticized Eurogroup head Jean-Claude Juncker and said it was impertinent to portray Germany as part of the problem.

Last month Dobrindt also urged Greece to start paying half of its pensions and state salaries in drachmas as part of a gradual exit.

"Despite all of the reform efforts, we still have problems in some European states and we need to approach them with sound judgment. It is completely inappropriate to adopt a shrill tone in such situations," he said.

Roesler, who caused a stir last month by telling a German broadcaster that a Greek euro zone exit was no longer a taboo for experts and had lost "its fear factor", said he was committed to Europe.

"I have always been strongly pro-European and that's my standard. My party and I will not agree to digress from the course of European integration," Roesler said, adding that he was in favor of giving up more national sovereignty.

"First we need a roadmap for a Europe of values, which are set in stone, perhaps in an economic constitution to start with and then later in a European constitution. We can't rush that."

Roesler said Greece would not get a third aid package if it did not implement reforms, adding that the Greek government knew this and that he hoped it was acting on this knowledge.

"We don't want the Greek government to be insolvent but we could deal with the consequences if necessary," he said.

(AP) ? An attorney for the family of a gunman who was among three people killed in a shootout at a home near Texas A&M University says the gunman had been suffering from "mental issues."

Attorney W. Tyler Moore declined to elaborate on Tuesday what kind of mental problems 35-year-old Thomas Alton Caffall III had.

Moore said Caffall's family had lost contact with him since the spring. Moore says he had known Caffall since he was 4 years old and that "he wasn't the same kid that he used to be."

Police say Caffall opened fire Monday from inside his College Station home as he was being served an eviction notice. A law enforcement officer and a bystander were also killed in the shootout. Four people were injured.

Stephens, a PhD student, is reaching out through a smartphone app that provides tips for healthy food and physical activity. The app also allows users to interact through Facebook and Twitter as well, helping them view losing weight as a more fun and positive experience.

?To engage this population in studies about weight loss, the intervention needs to be something that will stimulate them and [be] something they want to do,? Stephens said. ?Adolescents spend hours on their smartphones and use applications to do just about everything. So why not weight loss? The use of smartphone applications to aid in weight loss gives adolescents the power to monitor their intake instantly and to gain real-time feedback related to eating and exercise behaviors.?

She?ll recruit overweight and obese adolescents from Baltimore City and place them into groups at random. Some of the adolescents will use the app to help with weight loss and some will not.

Brei, a doctor of nursing practice student, is developing an interactive website for adolescents at Yale Health in order to reduce pediatric obesity. Her motivation for creating this platform stems from what she witnesses regularly.

If you picked up an LG Optimus 2X last year, you'll already be acquainted with the frustrating experience of waiting for much-needed OS updates. The world's first dual-core smartphone shipped with Android 2.2 Froyo in early 2011, and it's been behind the curve ever since.

Optimus 2X owners had been waiting patiently for Android 4.0 Ice Cream Sandwich to arrive, only to be told (after months of delays) that the update had been canned, leaving the phone stuck on Gingerbread.

However, it now seems that statement may have been made prematurely, as LG Mobile Korean today took to its official Twitter feed to inform one 2X owner that the update had merely been held up in testing, rather than canceled. Of course, this statement only applies to Korean phones, and the fate of ICS on the Optimus 2X elsewhere remains unknown. Nevertheless, the fact at least one version of the phone is getting ICS surely bodes well for 2X owners elsewhere. That said, owners of the U.S. variant, the T-Mobile G2X, probably shouldn't hold their breath.

(AP) ? The Obama administration is readying new sanctions on Syrian President Bashar Assad's regime and its allies as U.S. Secretary of State Hillary Rodham Clinton heads to Turkey for weekend talks with top Turkish officials and Syrian opposition activists.

Senior U.S. officials traveling with Clinton as she wraps up a nine-nation Africa tour in Ghana and Benin before flying to Turkey on Friday said the fresh sanctions aimed at hastening Assad's ouster were imminent. The officials spoke on condition of anonymity because they were not authorized to preview the move.

The sanctions are expected to complement existing penalties, which have targeted Assad's inner circle, including his entire Cabinet, along with Iranian individuals and entities that have been providing support to the regime.

They come as Clinton prepares for Saturday's discussions in Istanbul that will focus on forming a "common operational picture" with the Turks and Syrians to guide a democratic transition in post-Assad Syria, the officials said.

Clinton will also boost humanitarian relief to tens of thousands of Syrians fleeing the country, they said. In Istanbul, Clinton is also expected to announce an additional $5.5 million in U.S. humanitarian aid.

The new assistance will bring the total U.S. aid to $82 million since the crisis began 17 months ago.

Coordinating support for the Syrian opposition will be a key agenda item, the officials said, adding that Clinton was keen to understand the Turkish position as conditions inside Syria deteriorate with rebel forces gaining strength and effectiveness.

The United States and its western allies are stopping short of providing lethal assistance to the opposition, but it has become an open secret that several Arab countries are supplying weapons and ammunition.

The officials said Clinton would take what she learns in Istanbul from the Turks and the Syrian activists she meets and begin to discuss points of agreement with European foreign ministers in the coming days in preparation for a new Friends of Syria meeting to be held in at an as-yet unscheduled date in late August or early September.

In Syria, government forces were fighting rebels outside Damascus and in the northern city of Aleppo as civilians continued to flee into Turkey to escape the civil war.

The government of Britain said Friday it was offering the rebels nearly $8 million in assistance to pay for communications equipment and medical supplies.

Meanwhile, in New York diplomats at the United Nations were looking for someone to replace Kofi Annan, a former U.N. chief, who has abandoned his effort to find a peace agreement in Syria and is leaving by the end of the month.

Diesels' stinky image getting sweet-smelling upgrade

Mention diesels to most American motorists and they?re likely to come up with words such as noisy, smelly, slow and uncomfortable as quickly as if they?d been given a Rorschach test. Yet, to a small but growing number of fans, diesels provoke a very different response.? To them, the technology is quick, smooth, quiet and, perhaps best of all, very fuel-efficient.

It?s been three decades since the heyday of the American diesel, which sold in massive numbers following the twin oil shocks of the 1970s. But while the technology largely vanished from U.S. shores, it was rapidly building up momentum in Europe ? where fuel prices running twice as high as ours have led manufacturers to develop a series of driver-pleasing improvements.

The message is slowly making its way across the Atlantic, driven largely by European imports like the Mercedes-Benz GL 350 Blue-Tec and the diesel version of the latest Volkswagen Passat.? While ?oil burners? hold nowhere near the place on the American sales charts they do in Europe ? or did here in the ?80s ? they are making some significant gains.

And most industry analysts anticipate they?ll do even better in the years ahead, thanks to new products, rising fuel costs and tough new federal fuel economy standards.

?We?re forecasting a pretty significant increase in diesel sales,? said David Sullivan, a Detroit-based automotive analyst for AutoPacific, Inc.

As recently as 2008, auto manufacturers sold barely 250,000 diesel vehicles in the U.S. This year, the number is expected to top 400,000 ? including both passenger cars and light trucks.?

In fact, for the first half of the year, sales of so-called ?clean diesels? increased by 27.5 percent, outpacing the revival of the overall American market. A forecast by AutoPacific anticipates the numbers will reach 900,000 by 2017.

The consulting firm isn?t the only one bullish on the technology. ?"While this is significantly less than the 50 percent diesel sales rate in Europe, it does indicate that Americans are taking a renewed interest as more diesels are being introduced into the U.S. market,? said Allen Schaeffer, executive director of the Diesel Technology Forum.? "With more than 15 new clean diesel models designated for the U.S. in the next two years, I fully expect diesel sales to increase even more extensively in the near future.?

European makers continue to expand their diesel offerings. Porsche recently launched the first version of its big Cayenne sport-utility vehicle. Volkswagen is reportedly considering a diesel version of its popular GTI model.

VW has seen demand for the technology rapidly outpace expectations, said Jonathan Browning, CEO of the Volkswagen Group of America ? which includes Audi, another brand scoring gains with the technology.? Demand for the diesel version of the new VW Passat has already stretched the limits of capacity,? in part because the automaker is struggling to get enough diesel engine components shipped from Europe to its new VW plant in Tennessee.? In a recent interview, Browning said it is possible the diesel model could go from 15 percent of the total U.S. Passat mix to 30 percent.

Meanwhile, several new players are entering the game.? Chevrolet? ?? which already offers a diesel in its full-size pickup mix? ?? will soon launch a diesel version of the compact Cruze. And Mazda has confirmed plans to deliver a diesel version of its new, high-mileage SkyActiv system. The next-generation Mazda6 sedan is expected to be first, but analyst Sullivan expects there could be versions of the CX-5 and CX-9 crossovers in the works as well.

Other makers, such as Chrysler, are expected to follow. Ford, long resistant to diesels outside its big truck range, is hinting it may also reconsider its options.

What's driving this nascent diesel renaissance?? Microcomputers, for one thing, and advanced turbochargers as well as state-of-the-art emissions systems. These components have allowed makers to overcome traditional diesel problems such as smoke, smell and a rough ride. To complete the mix, toss in the low-sulfur fuel that U.S. regulators began mandating several years ago.

All this comes at a price. There?s a premium for diesel engines of anywhere between about $1,000 and $5,000 per vehicle. But proponents contend that as the U.S. versions, which require emissions systems not shared in Europe, are manufactured in higher volumes costs will come down.

One severe obstacle is the cost of fuel. Diesel typically runs from 25 cents to 50 cents more per gallon than regular gasoline, occasionally as much as a dollar more than regular in some markets.

But there?s a substantiald payoff. Compared to similarly sized hybrids, modern diesels generally boast substantially better performance than hybrids. BMW is launching a new model in Europe, the 550d, that will all but match the acceleration of the maker?s vaunted M5.

As to mileage, diesels give hybrids a run for their money, depending upon their application.? Gas-electric powertrain technology is generally more fuel-efficient in urban, stop-and-go settings where hybrids are able to recapture and reuse energy normally lost during braking and coasting.? But on the highway, diesels are likely to deliver better numbers, according to Sullivan and other observers.

Meanwhile, diesels still tend to deliver their legendary durability, something that has always been an advantage over other powertrain technology.

So, why aren?t they selling even better?

For one thing, U.S. regulators at both the state and national level have fixated on battery technology, diesel advocates lament.? In California, for example, hybrids have long been granted special access to commuter lanes while diesels delivering similar mileage were not. Now, that special privilege has been granted to plug-ins and battery cars, some of which can?t even reach the top end of speed limits.

Meanwhile, most Americans simply aren?t up to date on the huge improvements diesel technology? has achieved.

?Diesels need an image makeover,? suggested Rebecca Lindland, chief analyst with IHS Automotive.? ?(People) just don?t know how much of a difference and how far they?ve come in recent years.?
